Job Description

The Sustainable and Inclusive Growth (SIG) portfolio is anchored in the national priority of ‘accelerated growth with inclusion and equity, employment generation, and skill India’, aligned to outcome 1 of the UNDP strategic plan.

The focus of the portfolio has been primarily women and youth from the marginalized communities across the country. It takes into consideration that women face significant social and economic barriers in participating in India’s workforce. Under the portfolio, there are several projects being implemented, working towards increased awareness, career guidance and counselling, apprenticeships promotion (with industry clusters), micro-enterprise development, strengthening of the farm/non-farm and artisanal values chains, and developing second generations managers, enhancing employability and business skills capacity, facilitation of linkages, mentorship support and nurturing the innovation potential of youth and women of rural and urban areas.

Building on the experience and the partnership base of earlier projects and keeping in view the need for intense work on local livelihoods for green growth and expanding digital capacity and access to social security, PROmoting Inclusive GRowth through Enhanced Access to Local Livelihood Opportunities, Education to Work Transition and Social Protection Schemes (PROGRESS) programme has been initiated in partnership with the Ministry of Skill Development and Entrepreneurship. The programme is being rolled out in close partnership with the Central and State Governments and aims to leverage partnerships with private sector actors, financial institutions, educational and vocational institutes, training partners, and the community to fill the gaps through innovative approaches and practices UNDP intends to engage a Programme and Partnership Associate (Youth) to support the overall youth engagement framework of the Sustainable and Inclusive Growth (SIG) programme including project and knowledge management. S/he will also be an integral part of the SIG team and contribute towards achievement of project results. Working under the overall guidance of the Team Lead, SIG, and and under the direct supervision of the National Programme Manager, SIG, the Programme and Partnerships Associate (Youth) will support shaping up of SIG’s youth engagement strategies and implement youth focussed projects such Youth Co: Lab initiative, Code Unnati. S/he will also work on mainstreaming the youth agenda across teams as the youth focal point. The position is based in New Delhi with limited travel across India.

B. Duties and Responsibilities Project Management  Responsible for the operational management of the Youth Co:Lab Chapter in India. S/he will liaise with the regional youth office, Atal Innovation Mission, identify and forge partnerships, design, implement and monitor the programme.  Provide management and coordination level support to Project Unnati, supported by SAP India and other youth empowerment focussed projects under the Inclusive Growth vertical.

 Keep a track of project deliverables and follow up with the State team/ PMU as and when required.  Coordinate with consultants/technical experts for their visit plans, deliverables, and invoices in a timely manner  Flag off deliverables which have not been achieved as per the action plan and take appropriate corrective action; and  Provide effective support in conducting trainings, project review meetings, steering committee meetings, workshops etc.; and prepare agenda for such meetings and workshops. Youth Engagement Strategy  Support development of UNDP youth strategy across teams, in line with UN Youth Strategy, Youth2030, SDGs and the national framework, together with UNDP India and Regional colleagues. S/he will aim to create a platform for youth engagement with key stakeholders and other partners.  S/he will identify youth specific priority areas and potential points of interventions and S/he will work closely with colleagues for youth and gender mainstreaming across projects. Work on youth mainstreaming as well as identifying entry points for youth engagement and youth-led innovation across teams. Work closely with Generation Unlimited to coordinate UNDP-Generation Unlimited interventions in India, along with other relevant agencies  Help in operationalisation of the Movers Programme chapter in India, which will entail working with other agencies such as UNV, UNICEF and other CSOs, as well as the regional UNDP office, to kickstart the programme in India. Knowledge Management and Partnership Development  Support partnership lead and carry out preparation and development of concept notes and project proposals to facilitate resource mobilization.  Responsible for the preparation of project documents, progress reports and learning notes to facilitate knowledge management under the projects (Youth Co:Lab and Code Unnati); Draft notes of record, meeting reports, presentations, as required and work closely with the Future of Work taskforce within the Inclusive Growth vertical to establish the agenda for India.  Any other tasks as assigned by the Team Lead and Project Manager.

Min. Education requirements
