National Programme Officer, Property (NP2), Mitrovice / Mitrovica, Kosovo At Organization for Security and Co-operation in Europe (OSCE)

Tasks and Responsibilities:

Under the supervision of the Director of RC in the respective RC, and in compliance with the guidelines and instructions provided by the Property, Cultural Heritage and Inter-Faith Section (PCIS) and by the Department of Human Rights and Communities, the incumbent will be performing the following functions:

  •  Managing, organizing and supervising the work and the outputs of the team in the respective RC whenever property, cultural and religious heritage, related matters and other matters falling under the portfolio of the PCIS linked to dialogue are subject of activities;
  •  Monitoring and reporting on the protection of property rights, right to adequate housing, protection of cultural and religious heritage, and other issues falling under the PCIS portfolio in the municipalities within the Area of Responsibility of an RC of the OSCE Mission in Kosovo;
  •  Providing advice on international standards, best practices and rule of law issues on property and housing rights, and protection of cultural and religious heritage;
  •  Assisting in the implementation of policies, projects and activities at regional level, as determined by the Property, Cultural Heritage and Inter-Faith Section in Headquarters in the areas of property rights, protection of cultural and religious heritage, freedom of religion and inter-faith issues;
  •  Translating documents relevant to property, housing, rights, cultural heritage protection and religious issues into English, Albanian and Serbian;
  •  Performing other duties as assigned.

Necessary Qualifications:

  •  First level University Degree in law, political sciences, international relations, public policy, social sciences, international human rights law or any other related field;
  •  Minimum four years of relevant experience in human rights protection and promotion, preferably with OSCE or other international organization;
  •  Specialized knowledge of international human rights law and domestic applicable law is essential;
  •  Demonstrable organizational, analytical, communication and interpersonal skills;
  •  Experience in drafting reports;
  •  PC literate, with practical experience with Microsoft applications;
  •  Excellent spoken and written communication skills in English, and local languages;
  •  Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; eC9Hyoh BIpnb
  •  Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  •  Holding a valid driving license.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,835.17 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
