Context:

The Gender and Diversity Coordination Unit aims to ensure that considerations of Gender, Diversity and Social Inclusion are mainstreamed in IOM policies and programmes through the provision of technical guidance, raising awareness on gender equality and diversity inclusion and building the capacity of IOM workforce to be better equipped to incorporate such perspectives to prevent perpetuating existing inequality and discrimination in their everyday work.

Under the direct supervision of the Head, Gender and Diversity Unit and in close coordination with the Gender Specialist and the Senior Diversity Equity and Inclusion Specialist, the Policy Officer (Gender and Diversity) will be responsible for the research and development of Gender and Diversity policies and strategies, providing advice on integration of gender and diversity consideration into IOM policies and institutional documents, and substantively supporting the unit in achieving its workplan.

Core Functions / Responsibilities:

  1. Prepare policies, procedures and guidelines on Gender and Diversity matters.
  2. Research, assess and keep abreast of best practices and trends on gender and diversity issues, including in the private sector, other inter-governmental and international organization.
  3. Evaluate existing policies and strategic frameworks, particularly those related to migration, gender and diversity, and propose strategic changes in accordance with identified best practices.
  4. Substantively support continuous dissemination, awareness raising, capacity building efforts, and tools to strengthen knowledge of and adherence to, IOM’s Policies and guidance on Diversity, Equality and Inclusion, particularly the IOM Gender Equality Policy.
  5. Enhance an organization-wide understanding of IOM’s approach to gender and diversity considerations that are comprehensive and principled, aligned to the strategic vision and IOM’s global commitments.
  6. Develop training and communication materials on gender and diversity issues, tailoring messages and visuals based on the target audience and the selected platform/medium.
  7. Support the Head of Gender and Diversity Unit to strategically engage with interagency partners and forums on gender equality and diversity inclusion issues.
  8. Initiate and strengthen liaison with relevant HQ departments/units and country missions on gender equality and diversity inclusion issues and policies.
  9. Draft and/or prepare inputs for position papers and reports for presentation to IOM SeniorManagement, Member States and Inter-Agency fora.
  10. Represent IOM in working groups, meetings, conferences, consultations with other agencies and partners on gender and diversity matters.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Public Policy, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience with gender equality, diversity inclusion and migration issues;
  • Experience in coordinating with entities across the UN system on gender, diversity and/or social inclusion topics;
  • Demonstrated experience in the development of policy documents, background papers, strategy documents, etc., related to the thematic area of gender and diversity;
  • Strong analytical thinking and work experience in change management.

Skills

  • Familiarity with global frameworks on Gender and Diversity such as UNSWAP and UNDIS a distinct advantage;
  • Skills in report drafting, data analysis and interpretation required. Ability to convene, consulting with diverse stakeholders and summarizing feedback are critical.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either French, Spanish or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
