Context:
The Displacement Tracking Matrix (DTM) has been the International Organization for Migration’s (IOM) main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2019, DTM has been active in over 60 countries, tracking and monitoring over 14.5 million displaced persons worldwide.
The DTM Global Systems Management (GSM) Unit is responsible for all global system components including data management and data science, data responsibility and governance, web and database application systems, technology and innovation, management of global projects and inter-agency coordination. The GSM is responsible for supporting country and global data consolidation, and the implementation of data quality control mechanisms. Recent application developments and scaling led by the GSM has seen a heightened needed for data management expertise within the global team to support DTM country and regional operations.
Under the overall supervision of the Global DTM Global Coordinator and the direct supervision of the DTM Information Management Officer, the Data Management Officer (Displacement Tracking Matrix (DTM)) will be responsible and accountable for assisting with development, training and roll out data management activities. The successful candidate will work closely with the Global DTM team and the Regional Offices (RO) and Country Offices (CO), providing basic support for the setup, implementation and maintenance of DTM data ingestion pathways.
Core Functions / Responsibilities:
- Under close supervision and guidance, provide basic technical support to DTM global support team and field DTM implementation in the collection and tabulation of data and other information management activities including on the improvement and expansion of Central Data Warehouse, implementation of DTM Data Dictionary, development of data collection tools, use of Kobo platforms, as well as data processing activities.
- Provide preliminary replies to specific queries on data collected by DTM field operations, based on data consolidated in the Central Data Warehouse and other databases available.
- Apply data quality control mechanisms for DTM operations worldwide as set by the global standard.
- Assist with the implementation and roll out of responsible data mechanisms in DTM implementation worldwide. This includes the aspect of data governance, data protection, data security, and ethics in the collection and use of DTM data.
- Research and provide specific inputs to support the development and adaptation of standard operating procedures for DTM field data collection, consolidation, cleaning and management.
- Assist in the development and implementation of Kobo forms to support DTM operations inthe field worldwide.
- Generate tabulations for technical reports, information bulletins and other relevant information products related to displacement-affected populations and migration flows.
- Attend the global Information Management Working Group or any of its sub-groups as requested.
- Provide specific data management training to DTM Information Management staff worldwide as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Computer Science, Demographics, or an Information Management related discipline, or alternatively, an equivalent combination of related education from an accredited academic institution; or
- University degree in the above fields with two years of relevant professional experience.
Experience
- Experience in global data consolidation from various databases and datasets;
- Experience in managing or working with DTM data, datasets, and databases;
- Experience in complex data quality control operations/mechanisms;
- Experience in the development, refinement, and implementation of population database systems (such as registrations, census or surveys).
Skills
- Knowledge of other BI platforms (such as PowerBI or Tableau) is a plus.
- Required intermediate proficiency of Microsoft SQL Server, Microsoft Excel, MS Access and MS PowerApps.
- Valued proficiency in using two or more of the following tools: XLS forms for ODK and Kobo, Access, Python, Stata, R.
- Excellent knowledge of databases management, querying, quality assurance and control systems.
- Demonstrated skills working in relational databases from survey data and building interactive dashboard in MS PowerBi and/or Tableau.
- Proven analytical skills and creative thinking.
- Excellent communication skills, efficiency, and flexibility.
- Ability to work under pressure.
- Attention to detail and quality and capacity to meet deadlines.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of either Spanish and/or French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
