Task Description: Global Data Regulation Diagnostic Project
OPPORTUNITY: Exponential growth of digital data over the past years has shown their transformative effects on the global economy and our daily lives. During the COVID-19 epidemic the uses of digital data reached new highs, as governments and businesses explored alternatives to use data in innovative ways to tackle the pandemic and deliver new and better services. Nevertheless, concerns regarding data protection, data privacy and cybersecurity have continued to grow, taking into account risks of potential leaks and questions about the handling of sensitive data (e.g. health data). In the digital economy, data regulations play an essential role in shaping trust by setting rules that protect data privacy and security while providing clear bases on how to use, reuse and share private and public data. Economies around the world have been introducing and updating legal frameworks governing the digital economy using different approaches to find appropriate regulations that address the challenges and opportunities of a data-driven economy.
The Global Data Regulation Diagnostic aims at identifying and understanding regulatory best practices in data protection and cybersecurity, as well as how different countries are adopting, implementing and enforcing such regulations. The findings will serve as the base to develop objective indicators reflecting the regulatory environment for data economy across countries.
BACKGROUND
The Digital Development Global Practice (DD) is part of the Bank’s Infrastructure Practice Group. It plays a critical role in enabling the achievements of the Twin goals and the Sustainable Development Goals. Digital technologies are transforming firms, governments and people’s lives; and with the digital economy growing at a rate significantly higher than that of the global economy, it offers emerging economies a unique opportunity to leapfrog traditional paths for development through digital solutions.
Collaborating across technical, geographic and institutional boundaries, the Digital Development team helps design and deliver ICT-enhanced solutions to a diverse range of clients. The team supports clients (i) through advisory assistance to establish policy and regulatory environments that allow the widespread use of technology and create a trust environment; (ii) lending operations by building infrastructure to connect the unconnected, or enabling digital government shared platforms (cloud, digital, identification, etc.). The DD Global Practice is led by a Director supported by five Practice Managers with specific regional responsibilities and global responsibilities. The IDD05 Unit focuses on global knowledge and expertise.
A highly motivated consultant is invited to join this dynamic unit to work on a project to conduct a global data regulation diagnostic, studying regulatory and policy issues pertaining to promote the data economy.
RESPONSIBILITIES
Duties will include, but not be limited to the following:
- Conduct analysis exercises related to the data on a country by country and regional basis.
- Organize and clean data sets.
- Conduct primary data collection through survey instruments. Activities include identify potential respondents, disseminate surveys online, verify survey responses with legal texts and publicly available information, and follow up with survey respondents.
- Conduct legal research on topics of data protection, cybersecurity, e-commerce, cross-border data flow etc.
- Draft report/policy notes based on findings from data collection.
- Prepare a legal database consolidating legislations on data protection, cybersecurity and e-commerce etc.
- Provide general support to the project, as required.
TIMEFRAME
The consultant will work on a part-time basis for the duration of the contract (March, 2023– June, 2023). The expected working days will be 30-60.
SELECTION CRITERIA:
- Graduate degree in economics, statistics, public policy, international development or similar.
- Experience working with regulations on data protection, data governance or cybersecurity.
- Demonstrated data analysis skills and use of R, Stata and GIS.
- Knowledge of Russian, Spanish, Portuguese or French is a plus.
- High level of energy, initiative, and drive for results with agreed objectives and tight deadlines. Proven ability to self-start work without close supervision, handle several different tasks simultaneously, and deal with rapidly shifting priorities under pressure.
- Ability to translate research findings into policy recommendations and support for operational work of the World Bank Group. Understanding of substantive issues in comparative institutional and regulatory analysis in any of the areas covered by the project.
- Strong client orientation, interpersonal and team skills; ability to develop effective relations within the team and with clients. Ability to deal sensitively in multicultural environments and build effective working relations with local and international partners in the private sector, academic advisors, and clients across the World Bank Group, including senior managers and regional units.
- Excellent command of Microsoft Excel, Word and PowerPoint.
- Excellent oral and written communication and presentation skills.
