Context:

The Global Forum on Migration and Development (GFMD) is a voluntary, non-binding, informal dialogue open to all Member States and Observers of the United Nations. It is currently the only Inter-State consultation mechanism on migration and development active at global level. Established in 2007, the GFMD addresses the multi-dimensional aspects of international migration and its interlinkages with development; it fosters cooperation and partnerships bringing together government expertise from different regions, sectors and levels of government; it promotes multi-stakeholder engagement with a broad range of actors including civil society, the private sector, local and regional governments, Youth, international organizations and other Observers. Since its inception, the GFMD has been led by a Chair representing one of its Member States on a rotational basis. France chairs the GFMD since 1 July 2022. The GFMD holds preparatory meetings and events throughout the mandate of each Chair culminating in a high-level Summit.

A GFMD Secretariat is being set up and will be hosted by the International Organization for Migration (IOM). The GFMD Secretariat will support the Chair-in-office through administrative, logistical, financial and liaison support in the implementation of its programme, events and final Summit. It will help ensure continuity from one Chair to the next.

Secretariat core functions:

  1. Support the meetings of the GFMD Troika, Steering Group and Friends of the Forum;
  2. Facilitate the information flow among GFMD stakeholders, including GFMD mechanisms and other relevant parties for the annual Summit and other events;
  3. Assist the Chair in financial management and fundraising for the Forum;
  4. Coordinate and provide support to the GFMD Steering Group and Sub-Groups, Mechanisms and Working Group;
  5. Be responsible for Data Management, including the Platform for Partnerships (PfP), Communications and Website;
  6. Summarize practices and member states’ input;
  7. Coordinate inputs to relevant global policy frameworks including but not limited to the follow-up on the Global Compact for Safe, Orderly and Regular Migration (GCM) or the Agenda 2030 and establish liaison with the relevant actors.

IOM will provide oversight to the GFMD Secretariat on administrative, financial and Human Resources management matters.

Under the overall functional oversight of the GFMD Chair-in-Office, or in its absence, GFMD Troika, and under the direct supervision of the Head of the Secretariat, the Programme Officer (GFMD) will be responsible and accountable for providing the following support functions, in particular:

Core Functions / Responsibilities:

  1. Support the Head of Secretariat with the organization of meetings of the GFMD Troika, Steering Group, Friends of the Forum, GFMD preparatory meetings and government-led roundtable preparations, GFMD Working Groups, other GFMD events and the high-level Summit.
  2. Coordinate the liaison with the GFMD stakeholders (Chair-in-office, Troika, Steering group, Member states, Mechanisms, Working groups), observers and partners.
  3. Prepare draft agendas, participant lists, minutes of coordination meetings, invitation letters and other technical inputs for the organization of preparatory events, roundtables, WG activities and Summits, as well as post-event transcription of proceedings; archive GFMD conference documents.
  4. Support with the management of the online GFMD Platform for Partnerships (PfP), including the Policy and Practice Database (PPD), ensuring that policies and programs submitted by various sources are uploaded and collating relevant entries of national programs and policies needed for reporting to other relevant fora (e.g., IMRF, HLPF).
  5. Keep up to date the GFMD website and communications channels (mailing lists, social media channels, etc.).
  6. Contribute to the preparation of the report of the Chairmanship featuring highlights of preparatory, thematic and summit activities held throughout the Chair’s tenure.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in organizing high-level virtual and hybrid meetings and activities;
  • Experience in liaising with governments, international organizations, civil society and private sector representatives at the international level;
  • Experience in procurement and dealing with service providers;
  • Experience in preparing analytical reports, concept notes, agendas, etc.;
  • Experience working in an international environment and/or within the IOM, UN context or an intergovernmental process is a plus;
  • Experience with Adobe Photoshop and/or other Adobe CS tools is a plus;
  • Experience in data management, website and archiving is a plus.

Skills

  • Knowledge of migration-related topics and migration-relations initiatives / processes;
  • Ability to draft correspondence and communicate effectively in English;
  • Familiarity with GFMD is a plus;
  • Advanced English language writing, communication and analytical skills; Knowledge and understanding of GFMD and its diverse constituencies;
  • Knowledge of migration and development policies;
  • Knowledge on IOM internal policies, processes, and procedures related to administrative, procurement, and human resources is an advantage;
  • Excellent attention to details is required;
  • Proficiency in MS Office software packages (Word, Excel, etc.) is required.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

GFMD Secretariat staff will not be considered ‘internal candidates’ when applying for other IOM vacancies and there is no expectation of employment within IOM outside the Secretariat. Secretariat staff are not eligible for receiving IOM regular contracts and they are not subject to rotation.
