1. ORGANIZATIONAL CONTEXT AND SCOPE:
Under the overall supervision of the Head of Unit, Migrant Assistant and Counter Trafficking Unit, and the direct supervision of the DTM Coordinator in Bangkok, the successful candidate will provide operational support to the establishment and implementation of Displacement Tracking Matrix (DTM) data collection and related research activities across various project sites in Thailand.
2. RESPONSIBILITIES AND ACCOUNTABILITIES:
- Provide support to all DTM data collection operations, including analyzations, assessments, and surveys, in different provinces where DTM activities are implemented;
- Assist in the preparation and detailed planning of operations in coordination with the DTM Coordinator and Information Management Officer. Regularly update the DTM Coordinator on the status of the field operations and teams.
- Liaise with DTM team leads in the field, where available, and monitor enumerators hired by IOM or through partners (e.g. UNV) in their day-to-day activities, where no team lead is available.
- Support the identification, recruitment and training of enumerators, and regularly monitor performance during data collection and quality of collected data;
- Help to expand DTM’s key informant network, including by liaising with NGO partners, civil society, migrant communities, and other UN agencies to strengthen local information sharing networks.
- Assist in strengthening engagement with local authorities, including by preparing letters to local government officials, organizing and attending meetings with these officials, and ensuring their engagement as appropriate in the data collection process, for example as key informants or participants in Focus Group Discussions.
- Provide administrative support to DTM operations, including the preparation of service agreements, purchase orders, notes for file, etc. and coordination with relevant units, including HR and procurement.
- Travel to areas of operation to support field implementation, including training, monitoring.
- Keep an updated list of DTM stock and track assignment of equipment, including tablets, to enumerators and partners.
- Support the regular adjustment and improvement of DTM activities in relation to the evolving situation and operations in the field, including by identifying gaps and solutions to existing challenges.
- Contribute to regular reporting on and dissemination of information gathered through DTM activities, including translations of products to Thai for local dissemination where needed.
- Demonstrate commitment to the Prevention of Sexual Abuse and Exploitation (PSEA) and ensure mainstreaming of PSEA in flow monitoring operations.
- Perform such duties and travels as may be assigned by the direct supervisor.
3. QUALIFICATIONS AND EXPERIENCE
EDUCATION
- School diploma with five years of relevant experience; or
- University degree in social sciences, law, political science or related field from an accredited academic institution with three years relevant experience.
EXPERIENCE
- Experience in activities comparable to those outlined in the ToR, preferably with an international or intergovernmental organization working on issues related to migrants and vulnerable populations in Thailand;
- Demonstrated experience in liaising with government officials and in coordinating activities with NGOs and government partners;
- Experience in organizing and coordinating workshops and trainings;
- Previous experience with IOM and DTM operations is strongly desired and deemed a significant advantage.

- Strong interpersonal skills and ability to maintain trust and good working relationship with counterparts;
- Team-oriented, but with capacity to work independently;
- Personal commitment, efficiency, and flexibility;
- Strong organizational and time management skills, and ability to deliver under tight timelines;

- Strong interest in the issue of labour migration and anti-trafficking in persons;
- Solid understanding of the norms of professional ethics;
- Experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds;
- Commitment to the Prevention of Sexual Abuse and Exploitation (PSEA);
- Fully computer literate;
- Good writing, communication and negotiation skills;
- Excellent command of Thai and English;
- Knowledge of Burmese will be considered beneficial.
4. LANGUAGES
- Fluency in English and Thai (oral and written).
- Burmese, Laotian or Cambodian is desirable.
