Context:

Under the direct supervision of the Deputy Programme Manager / Deputy Chief of Party, and the overall guidance of the Programme Manager / Chief of Party, the Monitoring and Evaluation (M&E) Officer will oversee the development and implementation of the programme’s Monitoring and Evaluation (M&E) activities, to produce evaluation reports, data and analysis based on the M&E activities and findings.

The programme will span multiple French-speaking nations and support the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS). Implemented by IOM in close coordination with the programme’s various bilateral donors, with communities in priority areas, and with all levels of the host Government(s), the programme will be supported by a multi-donor funded small grants initiative to advance SPCPS priorities. The overall objective of the IOM programme is to create and implement medium- to long-term, locally-led activities to build resilience, strengthen the roots of stability, and prevent conflict.

Core Functions / Responsibilities:

  1. Develop the framework for Programme Monitoring and Evaluation, in coordination with programme management, ensuring that monitoring and evaluation arrangements comply with donor agreements and programme requirements.
  2. Oversee the Programme Monitoring and Evaluation Department effectively to ensure comprehensive and detailed coverage of projects throughout all stages of the implementation and to provide relevant information for performance management and evaluation of programme activities.
  3. Monitor and review existing monitoring mechanisms and reporting documents including but not limited to project-level M&E plans, data collection tools, Site Visit Notes and Final Evaluation Reports and strengthen where necessary.
  4. Develop comprehensive and effective evaluation mechanisms for the Programme in accordance with the M&E plan.
  5. Develop new tools and systems, in coordination with the programme’s Senior Management Team (SMT) and the programme’s donors, to provide for:
  6. Greater versatility in grant design in relation to specific recipient communities;
  7. Streamlined information cycles;
  8. Improved adherence to programme standards and better responsiveness to issues arising during implementation.
  9. Guide the regular sharing of M&E findings with relevant stakeholders and ensure that monitoring data is discussed in the appropriate forums in a timely manner.
  10. Interact with the donor on a regular basis, to share monitoring systems and findings, and discuss avenues for improvement if necessary.
  11. Guide the process of identifying the key performance questions, indicators, and parameters for monitoring of program performance and achievements, and for preparing evaluations; review and analyse monitoring reports and identify the causes of potential bottlenecks in project implementation and identify corrective measures where necessary.
  12. Lead the grant closing process including the review of the final evaluations, verification of the database information, and all other grant files.
  13. Build and strengthen the capacity of the M&E department through the recruitment and training of experienced staff, in coordination with the Resource Management Unit.
  14. Develop M&E trainings and other capacity buildings tools, in coordination with the M&Esupervisor, targeted for the programme staff.
  15. Prepare quarterly reporting on evaluation activities, for inclusion in Program QuarterlyReport; ensure overall revision of reporting documents including but not limited to M&E activity plans and Final Evaluation Reports to ensure adherence to project objective, for submission to the donor.
  16. Contribute to the strategic planning of the IOM programme’s activities.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Substantial experience in the design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;
  • Proven experience with strategic planning approaches, M&E methods, and approaches, planning and implementation of M&E systems, information/data analysis and report writing;
  • Previous work experience on similar programming.

Skills

  • Strong ability to understand, develop and implement administrative and financial control procedures;
  • Sound knowledge of development programme planning and implementation objectives;
  • Ability to use Access databases and Microsoft Excel, Access, Outlook and Word software.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and French is required (oral and written). Working knowledge in German and/or local languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is based in Multiple Duty Station in Coastal West Africa and Haiti.
