ORGANIZATIONAL CONTEXT

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.

JOB PURPOSE

To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized support to shipping and logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.
  3. Manage shipping & logistics vendors’ contracting activities including performance monitoring and measurement.
  4. Support gathering market intelligence, vendor assessments (e.g. shipping vendors, freight forwarders, transporters) to support vendor selection process.
  5. Identify, resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
  6. Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  7. Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.
  8. Support oversight for commodity accounting data quality and integrity.
  9. Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that shipping & supply chain requirements are taken into consideration.
  10. Manage documentation processing for execution of shipping & logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor.
  11. Perform research, collect data and conduct analysis, produce reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making.
  12. Liaise with internal and external stakeholders to support shipping & logistics operations management and contribute to effective service delivery.
  13. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
  14. Support shipping & logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

  • Provide coordination and perform a full range of specialised support activities to contribute to the running of successful, efficient WFP shipping operations.
  • Conduct research and analysis on a range of data, and produce substantive reports providing insight and recommendations to Shipping Officers to enable informed decision-making.
  • Identify and engage with strategic shipping vendors to develop agreements for rapid response capabilities – particularly in search of assets such as roro/ landing craft, barges & tugs for emergency response scenarios.
  • Provide inputs to the Caribbean Customs Information Guide time allowing (CIG).

Emergency Response

  • Plan and manage shipping operations following standard processes and contribute to the effective delivery of food assistance to beneficiaries.
  • Support the negotiation to conclude ocean transportation arrangements with vessel owners and container shipping lines.
  • Consolidate and plan shipments, and manage operational aspects of chartered and/or liner vessels, and cargoes, including checking document readiness, loading and discharging operations and services as applicable.
  • Gather data and prepare accurate and timely reports, including Key Performance Indicators (KPIs), supporting a WFP-wide view of shipping activities that enables informed decision-making and consistency of information presented to stakeholders.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience: Five to six years of experience in supply chain, logistics or related fields.

Language: Fluency in both oral and written communication in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in Shipping & Ports Operations.
  • Experience working with shipping vendors and stakeholders – developing/ maintaining strategic partnerships.
  • Market intelligence, vendor assessments (e.g. shipping, freight forwarders, transporters), producing relevant reports to support decision-making.
  • Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience in administering third party service providers’ contracts.
  • Experience in compiling contract documentation.
  • Experience in contract execution.
  • Experience in budget monitoring and reporting.

TERMS AND CONDITIONS

Who Can Apply?

This position is open to nationals of Barbados and CARICOM member states and associate members. CARICOM Nationals applying for National positions outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation, and any other living expenses, etc. A CARICOM Skilled National Certificate is a pre-requisite for employment for successful candidates who are not from the country for which the position is advertised. Employment Particulars

Type of position: Short Term. Full Time.

Type of Contact: Service Contract (SC-6).

Duration on Contract: 12 months with the possibility of extension, based on organizational requirements.

Duty Station: Bridgetown, Barbados.

Remuneration: The salary for this role starts at BBD 5,145.64.
