Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Senior Programme Coordinator (Response, Recovery & Resilience) and the direct supervision of the Programme Coordinator (Partnerships and Programme Development) in the Programme Support Unit (PSU) for the Ukraine Crisis and in close coordination with the Ukraine Mission Policy, Liaison and Programme Development (PLPD) Unit, and the HQ Department of Emergency Ukraine Operations Cell, the Information Management Officer will be responsible for the development and implementation of the information management strategy, process, databases and datasets for the IOM Ukraine Response, Resilience and Recovery (RRR) Unit and related or integrated humanitarian and transition and recovery programming; in accordance with IOM’s ICT standards and policies.
Core Functions / Responsibilities:
- Champion compliance with ICT Policies and Standards and coordination with the ICT Department’s relevant Units in the development of IM products that leverage global cloud solutions, architecture, data protection and information security.
- Manage iterative design and implementation of a holistic IM strategy, including key indicators and the streamlining of reporting mechanisms
- Manage country-level 3`r PSU Information Management staff, advising on appropriate methodologies, developing, and overseeing implementation of work plans, measuring performance, and supporting professional development
- Oversee working with IM focal points from programming/technical units in IOM Ukraine to iteratively review information needs, IM tools, and gaps, including for Implementing Partners (IP), and ensure systems or tools align.
- Oversee and support working with IM focal points at sector and area level, including through deployment, as they develop, revise, and implement IM tools, and ensure systems or tools align.
- Engage with HQ or Regional Office (RO) divisions or sectors engaged in the Ukraine crisis response on IM, data and reporting needs
- Develop and deliver training and tailored support to programme, reporting, monitoring and evaluation, other staff, and IPs, in fulfilling requirements related to information management (e.g., inter-agency reporting, monitoring) and capitalizing on datasets to inform programming and otherwise support work
- Support development of and reporting against key indicators for the 3R or related programming, in line with any inter-agency reporting requirements related to appeals, country or UN-wide cooperation frameworks or programmes, donor reporting requirements, and IOM’s Strategic Results Framework and in co-ordination with PLPD. Contribute to reporting products as needed.
- Ensure that IM tools and reporting templates at country-level incorporate gender and age disaggregation of data and reporting on more vulnerable groups and support the mainstreaming of protection and GBV.
- Review and analyse country updates and DTM reports and liaise with relevant staff and colleagues from other agencies to collect and systematically review best practices. Provide summaries, key highlights, and reports that contribute towards planning as well as impact analysis. This may include creating maps and graphics from analysis and data collected.
- In coordination with monitoring and evaluation staff, ensure adequate monitoring mechanisms are in place at sector, area, and country levels to review impact and collect lessons learned, including for IPs. Support sectors and sub-offices to enforce data confidentiality guidelines adopted by IOM, based on interagency standards, to protect sensitive data.
- In liaison with relevant focal points, support the development of data visualization and other information products in support of the IOM mission in Ukraine and technical divisions at HQ or RO, geared toward both internal and external audiences.
- Attend and represent IOM at relevant inter-agency coordination mechanisms at the country and area levels, notably the Information Management Working Group, and advise senior management of decisions or activities.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree preferably in computer sciences, GIS, MIS, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Professional Certifications in project management methodologies (PRINCE2, PMI or AgileCertified practitioner), Cloud Computing (Azure and/or AWS) would be a distinct advantage;
- Progressively responsible experience in the design and implementation of mission-critical IM solutions;
- Relevant professional experience using two or more of the following tools: SQL, Power-BI, Tableau, Excel, or ArcGIS suite;
- Experience in the implementation of database systems (such as registrations, activity data, census or surveys), including cleaning and analysis of data;
- Experience in planning and delivering end-user training, undertaking information systems support, and coordination with stakeholders with different levels of technical knowledge and abilities;
- Sound knowledge and experience of the international humanitarian system, in project coordination, implementation as well as monitoring and evaluation, and in liaising with stakeholders across IOM or a comparable international organization;
- Experience in the implementation or utilization of cloud-based IM solutions in Microsoft Azure cloud;
- Data visualization and design experience, including with the Adobe Suite (Illustrator and InDesign), and Power-BI or Tableau is desirable; and,
- Knowledge and experience with IOM systems and programming desirable.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;
- Knowledge of UN and bilateral donor programming;
- Knowledge of project management methodologies; and,
- Data visualization and design skills, including with the Adobe Suite (Illustrator and InDesign), and Power-BI or Tableau.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Ukrainian is an advantage.
