Context:

Under the overall supervision of the Director, Department of Human Resources Management and direct supervision of the Head, Integrated Talent Management Unit (ITMU), the Human Resources Officer (Strategic Talent Acquisition) provides day-to-day operational supervision and support to Department of Human Resources and Senior Management at Headquarters (HQ) in facilitating the coordination of recruitment priorities of vacancy notices; including follow up and close coordination with MHRO-REC.

The Human Resources Officer (Strategic Talent Acquisition) monitors progress and deadlines to anticipate areas where focused attention/remedial actions may be required.

Core Functions / Responsibilities:

  1. Manage and coordinate all HQ selections and act as Ex-Officio on Selection Panels, when needed.
  2. Ensure consistent, fair and transparent application/implementation of recruitment.
  3. Monitor and track status of recruitment with a particular focus on priority positions.
  4. Coordinate the Department’s input to regular and ad-hoc reporting to the Executive Office or governmental bodies including Annual Report.
  5. Oversee and manage targeted social media searches and liaise with executive search companies.
  6. In coordination with the Recruitment Unit in Manila and Media and Communications Unit, they will conduct branding and outreach activities.
  7. Actively support the annual rotation process, as well as mobility exercises.
  8. In close coordination with the Head of ITMU, they will manage staff movements outside of the exercises (internal transfers).
  9. Provide input to improve efficiency in the system and delivery of recruitment and selection services.
  10. Monitor succession planning and advise on staffing issues.
  11. Assist with the design of the new performance management system.
  12. Perform such other duties as may assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Human Resources, Public Administration, Social Sciences or Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • At least five years (seven years for bachelor’s degree holders) of working experience in management and administration in all facets of HR, talent acquisition, talent management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines in a complex humanitarian environment; and,
  • Previous working experience in an international organization is an advantage.

Skills

  • Familiarity with the UN common system or similar systems is an advantage;
  • A high degree of computer literacy is required; good knowledge of MS Office suite and ERP systems;
  • Ability to prepare clear and concise reports;
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Proven general analytical skills; and,
  • Demonstrated organizational skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and French or Spanish is required (oral and written). Working knowledge of any other UN language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
