Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.

Main Purpose

Reporting to either the Team Leader, Member States Training Team or the Team Leader, Safeguards Staff Training Team, the Safeguards Training Officer manages, plans, develops, implements and evaluates training courses to meet identified training needs, both individual and Departmental. The courses include formal training courses, workshops and on-the-job training, in both a technical and staff development oriented approach. He/she evaluates the effectiveness of training and ensures that courses are technically credible and in line with safeguards requirements and procedures, as well as new developments and trends in the field of safeguards approaches, verification techniques and/or equipment.

Role

The Safeguards Training Officer is (1) a trainer, integrating a systematic approach to training (2) a technical adviser to either safeguards staff in States or inspectors at headquarters and in the field on implementation of safeguards, and/or the use of equipment and techniques; and (3) a specialist for the assessment of training needs and the development of training courses on inter alia, safeguards implementation, new safeguards approaches, equipment and/or techniques as well as in the preparation of related course material and procedures.

Functions / Key Results Expected

The Safeguards Training Officer designs, develops, implements and evaluates safeguards training courses delivered by the Section.

In particular, the Safeguards Training Officer: -For all courses as assigned, implement the five key steps of the Systematic Approach to Training: training needs analysis, design of training courses, development of training materials ensuring technical credibility, implementation of training and evaluation of training effectiveness, including regular review and updating of courses to ensure that course delivery addresses the participants’ training needs and different learning styles;

-Provide training related information for the preparation of training tasks through Member State Support Programmes (MSSPs) and programmatic elements for the elaboration of the budget of the Training Section and acts as Task Officer for tasks conducted through MSSPs as assigned;

-Coordinates and contribute to the preparation, writing and editing of safeguards reference documents and reports as needed; and

-Collaborate with technical experts on training related projects.

Qualifications, Experience and Language skills

Bachelor’s Degree

First level university degree in science, physics, engineering, a safeguards related discipline, education, or other related field plus three years of relevant experience may be accepted in lieu of an advanced degree.

Master’s Degree

Advanced university degree in science, physics, engineering, a safeguards related discipline, education, social sciences or other related field.

At least seven years of combined research, industrial and nuclear safeguards experience, including experience in implementation and presentation of training.

Knowledge of the Systematic Approach to Training methodology is desirable.

Experience in training design would be considered an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 36189*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual vacation, home leave, pension plan and health insurance
