Context:

In Egypt, IOM has been working on counter trafficking activities for years already. While partnering with various stakeholders and actors to prevent human trafficking and enhance the capacities to identify the cases and prosecute the offenders, IOM has also conducted activities to strengthen the mechanisms of protection for trafficking victims and to provide direct assistance to them.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Migrant Protection and Assistance Unit, the Project Officer (Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS)) will be responsible for supervising and coordinating COMPASS activities in Egypt.

Core Functions / Responsibilities:

  1. Ensure the timely implementation of the activities under the COMPASS Year 3 project.
  2. Monitor, analyze and update regularly the action plan, budget and expenditures, and burn rates.
  3. Liaise with COMPASS global team in HQ and counterparts at the national level for activity implementation, and take part in the webinars organized with other COMPASS project sites/colleagues.
  4. Supervise the two project assistants and their responsibilities aimed at implementing the various COMPASS project activities in Egypt.
  5. Draft and/or generate required project documents, such as quarterly, interim and final reports, and closely coordinate activities with the COMPASS global team in HQ.
  6. Monitor the work of and liaise with implementing partners and contribute to building their capacity through regular trainings, meetings and guidance.
  7. Closely coordinate with other Protection colleagues for the organization and implementation of capacity building initiatives for government counterparts, implementing partners, and protection actors.
  8. Participate in regular monitoring and evaluation activities in close coordination with COMPASS M&E Officer.
  9. Provide technical inputs to support project development efforts in close coordination with the Head of PXD.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies, Psychology and Social Science or a related field from an accredited academic institution with two years of relevant professional experience, or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field of migration issues and experience in IOM/UN project implementation and coordination;
  • Technical knowledge in protection thematic areas, experience in child protection programming an advantage; and,
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Knowledge of financial rules and regulations;
  • Knowledge of International Public Sector Accounting Standards (IPSAS); and,• Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
