Context:
Under the overall supervision of the Head of Preparedness and Response Division (PRD) and the direct supervision of the Shelter and Settlement Specialist, the Technical Advisor (Settlements Approach) will assist the Shelter and Settlements Unit in steering a settlements approach that is responsive to community needs and contributes to overall development objectives, improving sustainable living conditions of communities affected by crises.
They will provide technical oversight for the settlements approach, including overseeing the assessment, evidence-based planning, and grant support of multi-sectoral integrated programming. The Technical Advisor (Settlements Approach) will be responsible for providing technical guidance and support to ensure that the settlements approach is effectively integrated into ongoing humanitarian and development efforts, inclusive of achieving durable solutions for internally displaced persons (IDPs).
They will contribute to the improvement of IOM’s Shelter and Settlements programming globally by providing timely and relevant technical support to field missions, ensuring that IOM’s interventions contribute to identify and reflect best practices. The Technical Advisor (Settlements Approach) will be expected to deploy as needed for short-term missions, provide remote assistance, and support the ongoing work on the global Shelter and Settlements unit in HQ to improve global capacity for quality programming.
Core Functions / Responsibilities:
- Lead efforts to refine and deliver relevant business operations and programme methodologies and relevant tools for institutionalising settlements and area-based response approaches, ensuring alignment with local/community spatial elements and development plans, incorporating lessons from PLACES (Afghanistan) and the Community Based Planning methodology.
- Technical lead on the settlement approach that addresses community needs and strengthen the nexus between humanitarian assistance, development and peacebuilding efforts using community-based and spatial analysis modalities.
- Lead the capacity building of country mission staff and local authority counterparts, ensuring close liaison with other transition and recovery programmes and those supported by partners.
- Undertake research and support programme and shelter and settlements unit strategy for submission & recommendations to senior management with respect to the application of the settlements approach in support of community stabilization, durable solutions, and resilience interventions.
- Develop, review, evaluate and refine settlements approach implementation methodologies for use by field staff as guiding framework to advance programme execution.
- Prepares programmatic reports, correspondence, analysis and other documents, as required, in connection to procurement, logistical and administrative requirements for the portfolio.
- Support implementation in line with the priorities established by relevant framework’s, such as the IOM’s Migration Crisis Operational Framework, Progressive Resolution of Displacement Situations, Global and Regional Consultative Processes on Migration and Global shelter cluster’s Urban Settlement Working Group Settlements Approach.
- Together with the Programme Support Unit and country missions, contribute to the identification and development of new project possibilities in related to the settlements approach, in relation to identified needs, donors’ priorities and in line with IOM’s mandate and strategy.
- Assist with the development of monitoring and evaluation frameworks to assess the progress and impact of the settlements approach, and use the results to inform ongoing implementation.
- Stay up-to-date with best practices and developments in the field of settlements approaches in humanitarian contexts, and provide guidance and support to ensure that the settlements approach is aligned with these best practices.
- Undertake duty travel as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in urban management or planning, development, international relations, project management, humanitarian response, with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Minimum of five years (seven years for bachelor’s degree holders) relevant experience in the implementation of settlements approaches in humanitarian contexts;
- Experience providing technical input into infrastructure, urban development, and/or settlement projects;
- Experience working with local authorities, community-based organizations, and other stakeholders to identify and prioritize the needs and priorities of IDPs;
- Experience with the United Nations system and an understanding of the rules and regulations, particularly in procurement;
- Experience working with staff from diverse environments and managing teams remotely;
- Experience in large scale response contexts.
Skills
- Sound understanding of spatial analysis and its application in the context of settlements approaches;
- Familiarity with development planning processes and the provision of assistance to refugees and/or migrants;
- Excellent computer skills, especially in MS Office remote working applications such as MS Word, MS Teams, MS SharePoint, etc.
- Demonstrated skills in project planning and management, including the ability to develop and implement monitoring and evaluation frameworks;
- Excellent communication and interpersonal skills, with the ability to work effectively with a diverse range of actors;
- Outstanding written, editorial, and verbal communication skills;
- Demonstrated supervisory and organizational skills.
Languages
IOM’s official languages are English, French and Spanish.
