Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Protection Division (PXD) aims to provide a coherent response to the needs of migrants, states, and civil society to ensure that migrants in need of assistance receive both case-specific and sustainable assistance. Beneficiaries include asylum seekers, stranded migrants, migrants with health concerns, migrants who were victims of trafficking, exploitation, or other forms of abuse, as well as those considered highly vulnerable to such abuse, such as unaccompanied migrant children.

As such, PXD has the institutional responsibility to oversee policy and technical guidance and provide programmatic support to IOM Missions focusing on the following practice areas: analytics and data for evidence-based policy development and programming; safe and dignified return and sustainable reintegration; countering human trafficking and protection to victims (CT); assistance to migrants who experienced or are vulnerable to abuse or exploitation (AVM); protecting migrant children; and addressing exploitation in supply chains.

Within PXD, the Return and Reintegration Unit is tasked with providing global programme and policy support for IOM’s return and reintegration activities. This includes support towards the adoption of an integrated approach to migrant reintegration addressing the individual, community and structural levels and ensuring programs are in line with IOM’s Policy on the Full Spectrum of Return, Readmission and Reintegration (RRR Policy). At the same time the Return and Reintegration Unit takes into consideration cross-cutting issues such as the promotion of migrants’ rights, partnership and cooperation as well as monitoring, evaluation, and data generation and analysis.

Under the direct supervision of the Head, Return and Reintegration Unit, the Knowledge Management Officer (Protection) will be responsible for managing and fostering experience sharing and knowledge exchange on protection, return and reintegration for the Protection Division and substantively supporting in particular the From Policy to Practice: Operationalizing a Rights-Based Approach to Return and Reintegration (RR P2P) project and Developing an Institutional Approach to Protection (DIAP) project.

Core Functions / Responsibilities:

  1. Plan, manage and coordinate the knowledge management aspects of the Protection Division,in particular the Return and Reintegration Unit, fostering experience sharing and knowledge exchange on protection, return and reintegration globally, in line with IOM’s policies and procedures, as well as donor requirements.
  2. Lead the implementation and running of the Return and Reintegration Platform (RRP), including expansion to other protection related areas. Ensure and coordinate RRP rebranding, enhancements, new features and accessibility in collaboration with On line Communications Unit.
  3. Lead the expansion and dissemination of knowledge base on protection, return and reintegration and promote peer-to-peer exchanges, within IOM and with external actors, including through the RRP’ features and audiences.
  4. Ensure the planning, organisation and moderation of exchange-sharing workshops and online webinars gathering internal and external stakeholders on protection, in particular IOM’s Protection Narrative and Protection Roadmap, and return and reintegration issues.
  5. Establish and maintain strong partnerships with internal and external actors working on protection, return and reintegration and active in the knowledge management and policy coordination domains. Identify and develop opportunities for collaboration and promote engagement and experience sharing.
  6. Oversee communication activities of the Return and Reintegration Platform in order to expand its reach and ensure adequate internal and external visibility, in coordination with Communication Officer.
  7. Plan, manage and coordinate the organization of capacity building activities of the Return and reintegration Unit with relevant staff and initiatives through the development and implementation of training activities, including organization of national and regional and/or global level training workshops.
  8. Provide technical expertise to the work of the Protection Division, in particular the Return and Reintegration Unit, in reviewing, assessing and providing substantive inputs to project documents (e.g. proposals, reports) and other documents, such as concept notes, talking points, strategic documents etc.
  9. Expand and promote the continuity of the knowledge management activities through the development of complementary projects.
  10. Represent the Protection Division, in particular the Return and Reintegration Unit in relevant knowledge management structures, bodies and initiatives.
  11. Represent IOM in various events and promote IOM’s policy, vision and strategy with United Nations, governments, civil society, and private sector partners.
  12. Undertake duty travel as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, International Relations, (International) Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated experience in the development and management of knowledge management activities, including experience in moderating online platforms and forums;
  • Good knowledge of and/or experience in Protection related activities and initiatives;
  • Experience planning and managing the organization of large meetings and events
  • Professional experience with a UN agency, or an international organization.

Skills

  • Understanding of the current developments and challenges in the field of return and reintegration;
  • Proven ability to promote knowledge sharing and learning;
  • Excellent drafting abilities and communication skills;
  • Proven ability to establish and maintain strong working relations with donors, and with internal and external counterparts;
  • Team-oriented, but with capacity to work independently and with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Demonstrated organizational and time management skills, and ability to deliver under tight timelines.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
