BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Cash Based Transfers Division (CBT) in WFP’s Headquarters leads the organization’s global efforts in cash programming and is a dynamic and agile team that works multi-functionally and with a range of innovative partners. Within the Division, the Workforce Planning and Capacity Development team is responsible for building CBT human resources capacity and capability globally to achieve excellence in cash programming. Cash transfers represents nearly 40 percent of WFP’s global assistance, amounting to US$2.3 billion in 2021. WFP is the largest provider of cash for humanitarian assistance in the world.

The CBT Division is in ‘growth mode’ and the dynamic and ever-changing global emergency response environment must have suitably qualified and experienced people who are self-motivated, flexible and committed to supporting talent acquisition. The CBT Diversity and Inclusion (D&I) Officer will be employed within the Workforce Planning and Capacity Development Team in WFP’s HQ in Rome. Under the general supervision of the CBT Human Capital Investment Officer, the CBT D&I Officer will be responsible for the development of new approaches, aligning with WFP’s corporate principles on Diversity and Inclusion. The Officer will integrate them within recruitment, operations and programming so that D&I concepts are central to the way that WFP does CBT. The D&I officer will also use the experience of working within the CBT team to enrich and inform wider discussions on D&I in WFP as well as communicating, training and supporting CBT efforts in regions and country offices.

ACCOUNTABILITIES / RESPONSIBILITIES:

  • Contribute to WFP’s D&I framework and plan CBT actions as a technical expert in the area which includes managing the initiatives, events and programs that support WFP’s overall objectives and goals.
  • Provide expertise and advice on good practices for the advancement of equality and diversity to build strong pipelines of diverse talent; identify novel solutions to target under-represented potential CBT candidates to enhance diversity.
  • Conduct on-going research on demographic trends and best practices, identifying and recommending strategies for enhancing CBT related diversity and inclusion efforts.
  • Provide expert advice to develop and implement an action plan to prevent and address racism and ensure racial equity in the organization, by identifying and addressing any bias and unconscious biases in the Division.
  • Plan, prepare, and coordinate D&I events, workshops, presentations, meetings and quality assure training materials to ensure D&I compliancy prior to delivery.
  • Develop, adapt, and implement internal campaigns to raise awareness, and influence leaders and employees in embedding D&I messaging across the CBT Division. Provide support in promoting a culture that supports and celebrates diversity across the CBT operational environment.
  • Provide technical input and contribute to draft policy documents and required briefs/documents/reports related to CBT D&I.
  • Prepare analysis and determine metrics to drive progress in D&I, gender equality related initiatives and embedding WFP inclusion values.
  • Provide regular updates and monitoring of progress on CBT gender parity progress, anti-racism initiatives and other D&I work and disseminate information.
  • Contribute to knowledge sharing and foster increased collaboration with other WFP functional areas, external stakeholders and the private sector for D&I related matters.
  • Keep abreast with relevant developments and best practices to ensure best CBT Divisional practice in D&I.
  • Perform any other duties as required.

KNOWLEDGE AND SKILLS:

  • A self-driven and energetic D&I activist who can influence and communicate a compelling need for change.
  • Specific technical expertise and demonstrated experience working in D&I and gender equality advancement and cultural shift.
  • Hands on experience and expertise in assisting an organization to prevent and address racism and promote racial equity.
  • Specific knowledge related to driving cultural change and organizational development.
  • Strong motivational skills, with a proven ability to build rapport and trusted relationships with managers and peers to share a collective passion for D&I and gender equality.
  • Good understanding of the latest D&I trends and the intersections with HR and culture.
  • Ability to innovate and drive ideas to an effective conclusion by application of exemplary project management skills.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

University degree in Social Sciences, Gender Studies, Psychology, Human Resources or proven, competency-based experience with recognized achievements in a D&I related change environment.

Experience:

At least 5 years of professional experience of demonstrating how workplace culture, its projects and its processes can be transformed to provide more diverse and inclusive environment.

A dynamic and empathetic D&I leader who will cultivate an environment for people with different genders, socioeconomic backgrounds, skills and business experiences which allows diverse talents to flourish. An individual who has led D&I changes in international organizations or in the private sector and shares a conviction that diversity and inclusion underpin WFP’s mandate and improve higher quality CBT workforce outcomes.

Languages:

Fluency (level C) in English language.
