Context:

Under the overall supervision of the USRAP Site Lead, the Camp Al Sayliyah (CAS) Reporting Officer will be responsible for the provision of support and project development, reporting, and donor relations for all of IOM programmes in CAS in Qatar.

Core Functions / Responsibilities:

  1. Maintain up-to-date knowledge of all Programme implementation in Camp Al Sayliyah, Qatar.
  2. Liaise between IOM Programme Managers (HAP, RMM, RSC, AP, etc.) and plan weekly team leads meetings to ensure cross departmental communication.
  3. In close coordination with the USRAP Site Lead, Assistance Site Lead and ProgrammeManagers, support the development and collation situation reports and/or regular Sector’s Bulletins, Flash Reports, Sector Factsheets and dashboards for partners, donors and sectorial publications.
  4. Collect, review, and produce daily, weekly, and monthly updates, fact sheets, and relevant surveys from Programme Managers and other surveys, products and reports related to Sector Coordination.
  5. Collect input from Programme Managers and consolidate daily reports for CAS interagency meetings.
  6. Maintain close contacts with Army for CAS building maintenance issues and submit work orders on behalf of IOM in coordination with IOM Procurement Unit.
  7. Assist the USRAP Site Lead and Programme Managers in the elaboration and design of new project proposals.
  8. Support Programme Managers in ensuring that IOM internal policies and procedures are met in regards to proposal development and submission (i.e., secure internal endorsements); ensure timely submission of project reports; and carry out other activities, as needed, to ensure compliance with existing project agreements.
  9. Undertake duty travel relating to project/programme assessment and new project/programme development, as required.
  10. Assist in establishing a regular operational liaison with the project/programme partners.
  11. Support USRAP Site Lead in organizing field visits.
  12. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Field experience in the Migration, Humanitarian or Development fields, with project design, and government and donor liaison;
  • Experience in humanitarian programmes for migrants and capacity-building activities; and,
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.

Skills

  • Superior reporting and writing skills;
  • Sound and proven understanding of internal and international migration issues in the sub-region and related issues; and,
  • Knowledge of the region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Other:

Internationally recruited professional staff are required to be mobile.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
