The Partnerships and Blended Finance Department is part of IFC’s Economics and Private Sector Development Vice Presidency, which is responsible for economic research and thought leadership, development impact assessment, deployment of concessional blended finance to de-risk projects for private investors, and managing a range of IFC partnerships with government and bilateral development agencies, foundations, private philanthropies, and other multilateral organizations. The Partnerships and Blended Finance Department has two units, one that manages partnerships and fundraising, and one that manages the deployment of blended concessional finance for private sector investment.

The Partnerships unit is comprised of ~30 staff who are responsible for donor fundraising from sovereigns and private philanthropies and for developing and managing a range of thematic partnerships with other bilateral and multilateral development agencies, think tanks, and other organizations. Donor fundraising is used to support IFC Upstream and Advisory Services to clients and to enable use of concessional finance to support private sector investment in strategic priorities, such as the lowest-income and fragile countries or thematic priorities like climate, gender, digital inclusion, and food security. The Partnerships unit facilitates partnership development across IFC and advises all IFC operational units on establishing and maintaining meaningful partnerships for funding and broader support for IFC activities.

IFC is seeking a Senior Manager for the Partnerships unit, reporting to the Director of Partnerships and Blended Finance. The successful candidate will have a demonstrated track record in fundraising and fostering innovative partnerships, excellent written and presentation skills, and experience in international development. The position will be based in Washington, DC, United States.

Duties and Responsibilities

  •  Create and execute a strategy for fundraising from a large set of sovereign and private donor partners to finance IFC Advisory and Upstream operations and for blended concessional finance.
  •  Work closely with IFC Regional, Industry, Budget, and Corporate Strategy teams to raise funds in alignment with the Funding Needs Assessment and IFC Country Strategies.
  •  Develop new funding partnerships, such as with private philanthropies, and innovative funding structures in support of IFC’s strategic priorities, such as food security and climate finance, with a particular focus on securing blended finance.
  •  Proactively build coalitions across development partners, corporates, multilaterals, foundations, think tanks and other relevant stakeholders to develop thematic partnerships, strengthen IFC’s reputation and position in the development finance landscape, enable IFC to set the global agenda on private sector development in emerging economies, and expand our impact in strategic priority areas.
  •  Establish new and manage/co-manage existing strategic partner relationships across IFC.
  •  Working closely with Corporate Analytics & Reporting team and with the Operations Management team, manage the database and system for collecting and disseminating fundraising data, and report to IFC’s Senior Management on IFC’s fundraising efforts.
  •  Maintain close coordination and liaise with relevant counterparts at the IBRD (World Bank).
  •  Manage, mentor, and develop both senior and junior staff in the unit to achieve high levels of performance and staff engagement.

Selection Criteria

  •  Advanced professional degree in business, international relations, economics or related field.
  •  A minimum of 12 years of relevant professional experience in fundraising from philanthropies, sovereigns, and other organizations.
  •  Understanding of the development partner landscape and demonstrated success in engaging and influencing external partners.
  •  Sound business judgment and practical knowledge of finance, development finance, and/or MDB/IFC operations.
  •  Excellent diplomatic and interpersonal skills and high political acumen, with demonstrated ability to interact as a peer with the highest levels of business and government leaders. Ability to represent IFC in high-profile networks.
  •  Excellent oral and written communication skills with a demonstrated ability to think strategically and synthesize complex issues.
  •  Demonstrated experience in managing senior, experienced and diverse staff. Ability and willingness to engage in coaching and mentoring of junior staff.
  •  Demonstrated ability to lead effectively and manage a geographically dispersed team in a dynamic and multicultural environment.
  •  Strong team orientation, with an ability to lead and work effectively with a range of clients and colleagues including operational staff and senior management, and senior officials of IFC member countries.
  •  Demonstrated ability to think strategically, develop innovative solutions, challenge the status quo and make sound decisions to build IFC business.
  •  High degree of professional integrity, discretion, tact, and sensitivity in dealing with internal and external clients, colleagues, and stakeholders.
  •  Willingness to travel extensively.
