This temporary position is located in the Critical Incident Response Section (CIRS) in the Disciplinary Accountability Service (DAS), Administrative Law Division (ALD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports to the P-5 Senior Legal Officer. The Division is in charge of the implementation of the United Nations (UN) standards of conduct for all categories of personnel across the UN Secretariat. ALD provides strategic and legal advice on internal justice matters and represents the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct, and works to empower and support UN Secretariat managers in the exercise of their responsibilities to address conduct and discipline matters.

Responsibilities

Under the supervision of the P-5 Senior Legal Officer, the Data Analysis Assistant is responsible for the following duties:

  •  Independently provides full range of data analysis assistance at all phases of a data analysis initiative, typically, a large and highly complex component of the departmental data analysis initiatives, seeking guidance only in exceptional circumstances.
  •  Serves as a focal point for coordination, monitoring and expedition of data analysis activity, involving extensive liaison with diverse parts of the organization to request data and to communicate data needs to other parts of the organization. Follows-up on requests made by other team members and coordinates activities.
  •  Maintains HR and legal related automated systems such as the Case Management Tracking System (CMTS) and applications including automated databases such as MS Access and Excel containing HR and legal related statistics and prepares periodic reports using Power BI for data, charts and tables.
  •  Drafts correspondence and communications related to all aspects of data analysis, including information on available data sets, data catalogs and data analysis, revisions and other related issues, as well as preparing unit contributions for a variety of periodic reports.
  •  Prepares products related to data analysis activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc. in order to meet the responsibilities of the Service related to data analysis towards senior management, member states and other high-level committees.
  •  Provides guidance and training to new/junior staff.
  •  Supervises other general service staff in the function.
  •  Performs other duties as assigned.

Education

High school diploma or equivalent. Must have passed the United Nations Global General Service Test (GGST) and the relevant substantive knowledge test for Data Analysis Assistant at Headquarters or an equivalent locally administered test at Offices Away from Headquarters.Work Experience

A minimum of 10 years of experience in data science, data analytics, applied mathematics, information management, data analytics, or related area is required. Experience in information technology is required. Experience in human resources management is desirable. Experience in research and preparation of United Nations or other international organization legal documents is desirable.Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.Assessment

This position is temporarily available until 31 December 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
