Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Displacement Tracking Matrix (DTM) has been the International Organization for Migration’s (IOM) main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2019, DTM has been active in over 60 countries, tracking and monitoring over 14.5 million displaced persons worldwide.

The DTM Operations, Coordination and Support (OCS) Unit assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The OCS provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is striving to enhance the DTM by providing technical expertise, supporting the integration of innovative technologies, improving capacity building components, and designing streamlined and harmonised processes.

Recent significant scale up of both DTM operations in the field and global development initiatives requires further strengthening of the global DTM OCS Unit to ensure effective and efficient implementation of global projects as well as to maintain and keep improving the quality and expansion of DTM in the field.

Under the overall supervision of the Global DTM Team Leader and the direct supervision of the

Human Diplacement Mobility Expert, the Operations Manager (Displacement Tracking Matrix (DTM)) will be responsible and accountable for monitoring and providing support to field operations, assisting with technical expertise including through support missions to DTM country operations, as well as for managing specific projects or initiatives led by the Global DTM team. Further, the successful candidate will maintain record of different methodological adaptations with successful results to facilitate periodical updates of global methodological frameworks. The incumbent will work closely with the Global DTM team and the Regional and Country Offices (COs), supporting the setup, implementation and maintenance of DTM country operations.

Core Functions / Responsibilities:

1. Support and enhance DTM Field Operations through interaction with country teams:

  • Provide operational and data management support to DTM operations, including on project development, training, program design and set-up, coordination with stakeholders and monitoring.
  • Support the integration of global technical guidance, processes and methodologies; and provide technical guidance and backstopping for existing and emerging data initiatives.
  • Support two-way information exchange between country operations, through implementation of the Global Survey and ongoing outreach to DTM coordinators
  • Ensure coordination of operational, GIS, statistical and reporting processes in survey design and implementation, in line with global guidance and best-practice

2. Support coordinated global efforts related to data management workflows, standards and processes, production of information products, and operational activities, including by facilitating knowledge about standards:

  • Act as the primary technical focal point for household-level sampled surveys, including Multi-Sector Needs Assessments and similar inter-agency initiatives led by IOM DTM at the country-level.
  • Assist in developing global guidance, frameworks, and documentation of methodologies and operational standards for IOM DTM programming in the field, as well as ensuring global processes reflect operational support needs at the field level.
  • Provide support to DTM training programmes for internal and external participants including on training design and methodology, facilitation and logistic.
  • Research, analyze and evaluate new value-added processes in relation to DTM operational strategies in the field and introduce new innovative approach and processes to increase effectiveness, efficiency, and quality of DTM implementation globally
  • Ensure synergies with relevant colleagues in the Global DTM Team, to represent and liaise with relevant counterparts through operational or technical meetings, workshops, and working groups as necessary in relation to DTM
  • Promote and support the documentation and evaluation of projects, processes and lessons learned.

3. Facilitate and enhance the internal and external use of DTM data at country, regional and global levels:

  • Assist in enhancing regional and global convergence of data collection and use of DTM data in close coordination with relevant IOM Departments and Units.
  • Support coordination of data collection, sharing and use with external stakeholders, especially in the field of displacement population data and operational planning.
  • Represent IOM or global DTM Support Team at technical meetings, workshops, and working groups as necessary in relation to DTM programming, at global level and in the field.
  1. Travel to field missions when necessary in doing the responsibilities mentioned in previous points of the terms reference.
  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree from an accredited academic institution in Geographic, Computer, Social Sciences, Political Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Significant experience in the humanitarian sector/ emergency response with demonstrated expertise in project development and implementation, information management and assessment, and with experience of external partner liaison;
  • Experience in DTM implementation;
  • Experience in development of DTM strategic and operational planning, DTM project development, liaison with all stakeholders including government counterparts, humanitarian partners, donor agencies, and various internal IOM programme units;
  • Direct experience in the design, development, and implementation of data management cycle, from planning to reporting;
  • Experience in coordinating activities at global, regional and cross-regional level.

Skills

  • Strong and demonstrable interest in migration and/or humanitarian issues.
  • Strong information management architecture knowledge, Kobo development, concepts of Relational Database Systems.
  • Excellent writing, communication and analytical skills.
  • Data management and GIS knowledge.
  • Ability to prepare clear and concise reports.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either Spanish and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
