Nature of Position:
Tajikistan ‘s operational environment is characterized by complex factors ranging from prevailing security concerns, some gaps in the national asylum and nationality legislation, challenging economic situation and high likelihood of refugee influx from neighboring Afghanistan. Currently, Tajikistan hosts a total of 17,287 persons of concern – the largest number in Central Asia. The Operation puts an emphasis on improved access to livelihoods opportunities, mainstreaming of refugees into state socio-economic porgrammes, as well as enhanced attention to emergency preparedness. In view of current developments in Afghanistan, the Office is currently engaged with the Government and international community in emergency preparedness and response activities through activation of Refugee Response Plan. Separate to the internal displacement, a worst-case scenario envisages over 500,000 newly displaced refugees fleeing across the borders into the neighboring countries. It is assumed that the security and humanitarian situation in Afghanistan may further deteriorate, forcing displacement of the population into Tajikistan. It is assumed that the number of displaced into Tajikistan may reach up to 50,000 persons. Considering the current lack of capacities in data analysis and data visualization and also higher inflow figures, the incumbent will cover the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities.
