Organizational Setting and Work Relationships
The Associate Donor Relations Officer is part of a team that maintains proactive dialogue with governmental donors or UN agencies and organizations, as well as with the regional and local donors aiming at building relationships, raise awareness and mobilize political and financial support for UNHCR’s work and priorities. The incumbent’s primary role is pursuing opportunities for donor engagement, strengthening partnerships, sustaining support and fundraising opportunities. Due to the specific nature of these responsibilities, Donor Relations Officer posts are based only in Geneva Headquarters, major donor capitals or Regional Bureaux, s/he with also provide support to counterparts in Field Operations. S/he is supervised by the Senior Donor Relations Officer and receives guidance from DRRM Chief of Sections and from the Head of Service. S/he may receive indirect guidance from other units within DRRM, Divisions in Headquarters or Regional Bureaux.

Duties
– Assist in maintaining close dialogue with, and providing information to, donor governments on UNHCR operations and financial requirements, including in response to donor governments¿ ad hoc requests for information.
– Keep abreast of UNHCR¿s operations worldwide, with a specific focus on high-profile and emergency situations, to be able to serve donors¿ information needs on all aspects of UNHCR¿s work.
– Assist in identifying and accessing new donors and funding sources as per DRRM strategy.
– Assist in drafting internal and external correspondence, including briefing notes for HC, Head of DRRM to support them in negotiations and follow up of contributions with donors.
– Assist in implementing and reviewing actions and strategies, and maintaining donor profiles and plans. – Monitor recording and track engagement of contributions and take necessary actions to satisfy donor requirements.
– Help prepare submissions in collaboration with respective Bureau, Divisions and UNHCR Offices for specific funding from donors or provide other information donors may require in determining their financial/political support to UNHCR.
– As needed, help Bureaux/Regional Offices/Country Operations with input for their fundraising strategies, in line with DER/DRRM strategic directions.
– Arrange meetings for donors and, where applicable, organize annual bilateral consultations with donor governments. – Prepare reports using UNHCR information management systems (Global Focus, MSRP, data2 portal, funding updates, etc.) as necessary in a timely and efficient manner.
– Provide editorial support and facilitate the finalization of fundraising publications produced by DRRM or the Bureaux, including appeals and other reports.
– Provide support and guidance to the Field on engagement in the Refugee Response Plans and Humanitarian Response Plans.
– Provide guidance and advice on UNHCR¿s involvement at the IASC on humanitarian financing. – Perform regional focal point duties as required, including compiling funding-related TPs and background notes on the region for senior management missions and meetings with donors; review funding updates.

Desired Candidate Profile
The candidate is expected to present experience in resource mobilization and donor relations and to be proactive as in this role s/he will assist the CAR operation in developing and implementing the Agency’s resource mobilization strategy and will conducts research into potential contributors. Excellent communication and well as drafting skills are a must as the incumbent is expected to substantially contribute to the development of outreach materials for the purpose of fundraising. S/he will also assist with the preparation of project proposals and will follow up with donors on requests regarding the projects.
The ideal candidate should have experience in fundraising and private sector partnership, donor relations, political analysis, international cooperation, and project management. The candidate should have previous international exposure. The knowledge of the West and Central Africa context will be definitely an asset. A profile which combines partnership experience, project management is strongly desired. A good understanding of UNHCR protection standards and operational activities in CAR is also desired.
The candidate must be fluent in French (written and spoken), as all communications within the office and with external partners such as government and partners are conducted in French. Fluent knowledge in English (especially written) is also essential, especially written, as reports and various inputs, internal as well as external, are requested in English.

Nature of Position:
The candidate is expected to collate data for market research on target countries to help fundraising potential for UNHCR and suggests avenues of cooperation for funding opportunities.
As requested, and under the External Relations Officer, the incumbent prepares briefing documents, including letters, briefing notes, background documents for review.
S/he prepares material for meetings with donors and organizes visits for Senior UNHCR officials.
The incumbent contributes to the dissemination of accurate information regarding the Agency’s functions among government officials, media, civil society, and the public; checks project progress and final reports for accuracy against donor agreements and requirements, and drafts correspondence for the purpose of fundraising and advocacy.

Living and Working Conditions:
The Central African Republic (CAR) is a landlocked country in Central Africa that shares a border with Chad to the north, Sudan to the northeast, South Sudan to the southeast, Democratic Republic of the Congo to the south, Republic of the Congo to the southwest and Cameroon to the west. According to the Human Development Index (HDI), as of 2019 the country had the second-lowest level of human development ranked 188th out of 189 countries, and the country is also estimated to be among the unhealthiest countries.
National infrastructure is dilapidated such as inexistant roads and no electricity in many areas where even in the capital power cuts are daily. Merchandise sold locally is for the most part imported through neighbouring Cameroun and the port of Doula with fuel and limited items travelling by barge on the Oubangui River in the wet season when the river is high enough. There are currently 5 airlines that serve Bangui airport, Air France, Kenya Airways, Asky, Air Maroc and Rwanda Air.
CAR as adjacent areas of neighbouring countries continue to see significant security challenges. The CAR entered a further politico-security crisis following the December 2020 Presidential Elections and many Non-State Armed Groups (NSAG’s) emerged forming in an alliance against the regular forces. While the state now controls a larger percentage of national territory this has seen NSAG’s hide in the bush for the most part and carry out small scale incursions and hit-and-run attacks on state backed forces.
For staff and humanitarians in general the main threat is criminality and banditry where vehicle hold-ups and house break-ins have increased as many try to survive where the already high unemployment has further been hit by the increased insecurity and COVID. Many NSAG elements also lost their income from mines after being repulsed by FACA supported by bilateral forces. It is however to be noted that vehicle hold-ups and house break-ins have not seen victims intentionally harmed when no resistance has been given so far.
