OVERVIEW OF THE FUNCTIONS OF THE POST

The war broke out in Ukraine in February 2022, and the scale and scope of the humanitarian crisis in Ukraine has since exacerbated significantly with the increasing needs of more than 15.7 million displaced people and the mass devastation of over 4,000 education institutions.

From the onset of the conflict in Ukraine, UNESCO has engaged in policy dialogue with the Minister of Education and Science (MESU) and responded to key priority areas to protect the right to education and prioritize education in the humanitarian response in full alignment with the Ukraine Recovery Plan as well as the United Nations Transitional Framework. As mandated by UNESCO’s Executive Board, UNESCO developed its Education Action Plan with a focus on continuity of learning, including through the provision of 50,000 Chromebooks to teachers in need, in partnership with Google, a Global Education Coalition member. In late 2022, the mobilization of Google enabled UNESCO to join forces with UNICEF to unlock the first phase of the Global Partnership for Education Multiplier Grant. Based on consultations with MESU and UNICEF as well as on UNESCO’s comparative advantage in Ukraine, UNESCO will be responsible for implementing four components and part of UNICEF-led component, namely (1) devices, (2) mental health and psychosocial support, (3) teachers’ professional development, and (4) E-governance in education sector.

Under the overall authority of Assistant Director-General for Education (ADG/ED) and the guidance of the Director of the Division for Education 2030, the Project Coordinator will report directly to the Head of Desk in Kyiv and work under the technical supervision of the Chief of Section for Migration, Displacement, Emergencies (EME), and Education in the Education Sector who is the Sector’s Focal Point for Ukraine as designated by ADG/ED. The Project Coordinator will serve as the coordinator of UNESCO’s education programme in Kyiv with a programmatic focus on implementing, monitoring, and reporting the GPE-funded programme. In order to carry out his/her tasks, the Project Coordinator will identify and manage the necessary human and technical resources under his/her supervision. In undertaking his/her tasks, the Project Coordinator will substantially contribute to enhancing UNESCO’s strategic position in the field of education, ensure UNESCO’s role as a member of the United Nations education team and education-related coordination mechanisms, namely the Education Cluster and Sector Working Group, and identify and enhance strategic partnerships, including resource mobilization.

Specifically, please incumbent will be responsible for the following:

  • Coordinate the planning and implementation of the GPE programme in its entirely (i.e., programmatic, monitoring and reporting, communication, and partnership mobilization components), in close coordination and collaboration with the Ministry of Education and Science of Ukraine and programme partners
  • Coordinate UNESCO’s engagement within and participate in the Ukraine Education Cluster, Sector Working Group coordination and other UN and national related programmatic mechanisms as relevant, in the implementation of the GPE programme and other relevant areas as per UNESCO’s Education Action Plan.
  • Identify and manage strategic partnerships and resources.
  • Support monitoring and reporting of the implementation of UNESCO’s Education Action Plan as mandated by UNESCO’s Executive Board and requested by senior management.
  • Contribute to the visibility of the Education programme’ outcomes, closely collaborating with the communication officer at Kyiv Desk and the Communication and Public Engagement Division (CPE) at UNESCO Headquarters.
  • Represent UNESCO vis-à-vis national authorities and partners in the Education sector as appropriate.
  • Perform other tasks as assigned by the direct supervisor and/or senior management of the Education Sector at HQ.

REQUIRED QUALIFICATIONS

Education

  • Advanced degree (equivalent to Masters’) in education, public policy, or related disciplines in social sciences

Work experience

  • Minimum seven years of relevant professional experience in coordination and implementation of education programme, resource mobilization and partnership development in emergency settings, of which preferably 3 years acquired at the international level.

Skills and competencies

  • Familiarity with UNESCO’s mandate, structure, and programme as regards Ukraine
  • Knowledge of national education priorities and UN system’s work in Ukraine
  • Knowledge of other international/regional mechanisms and networks in the areas related to Ukraine’s education response.
  • Strong networking capacities for constructive relationships with humanitarian and development actors (e.g., OCHA, ICRC, Cluster Leads, UN agencies, INGOs, NNGOs and CBOS), donors and relevant Government Line Ministries.
  • Excellent knowledge of computer systems and office-related software.
  • Strong interpersonal and communication skills, including interacting with various actors and working effectively and respectfully in a multicultural environment.

Languages

  • Excellent knowledge (written and spoken) of English.

DESIRABLE QUALIFICATIONS

Work Experience

  • Experience in/with UNESCO in the Field, including in emergency settings.

Languages

  • Knowledge (spoken and written) of Ukrainian.
  • Knowledge of another official language of UNESCO (Arabic, Chinese, French, Spanish and Russian).

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 137,091 US $.
