Under the overall supervision of the Chief of Mission and direct supervision of Programme Support Unit Coordinator, the Project Support Officer will provide technical support to project development and reporting in the Country Office (CO). The successful candidate will be responsible for providing substantive support to the projects, Monitoring and Evaluation (M&E), donor reporting and liaison activities.

Core Functions / Responsibilities:

  1. Support the development of concept notes and proposals by providing technical inputs, drafting sections of project proposals and reports, and checking internal coherence and alignment with national and regional strategies.
  2. Provide technical inputs and information to support the preparation of periodic reports program delivery, including interim and final reports to donors and ensuring the preparation and timely submission of high-quality reports in line with IOM internal procedures and donor requirements.
  3. Work closely with the Monitoring and Evaluation (M&E) Officer and support on-time and accurate planning, and implementation of the M&E activities including gathering and analyzing M&E data.
  4. Support the implementation of the activities of the United Nations Migration Network and the interagency Partnership Group (led by IOM), through the facilitation of meetings and other tasks such as coordination, the drafting of terms of reference, minutes and reports of meetings, and meetings with members of the Network, governmental and non-governmental entities, as well as all relevant stakeholders.
  5. Act as focal to the UN Integrated Transition Team and consolidate inputs in view of developing strategies and approaches towards programmatic responses.
  6. Facilitate the consideration of cross-cutting issues such as gender, children, environment,and accountability to affected populations during programme development and implementation.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related fields from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project management, project development, institutional strengthening, capacity building related activities in a developing country and post-conflict context;
  • Experience in project development and management, humanitarian and health crisis, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies, reporting, fundraising, and donor relations required;
  • Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;
  • Knowledge of IOM’s services, IOM’s reporting format and styles; and,
  • Excellent writing, editorial and communication skills for the drafting of texts and reports.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming; and,
  • Knowledge of financial rules and regulations.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
