Project Development Officer At International Organization for Migration

Position Title: Project Development Officer

Duty Station: Port-au-Prince, Haiti

Classification: Professional Staff, Grade P2

Type of Appointment: Fixed term, one year with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the Overall Supervision of the Chief of Mission and Direct Supervision of the Programme Support Officer, the Programme Development Officer will assist in supporting and contributing to the development of IOM Haiti programmes, and resource mobilizations efforts.

Core Functions / Responsibilities:

  1. Contribute to the development of new programmes and projects, concept notes and project proposals, in close coordination with relevant donors, government counterparts and project partners, by providing technical inputs and support that respond to emerging trends and priorities and that are in compliance with donor interests and requirements. Coordinate the endorsement process for project proposals and reports.
  2. Assist with providing and coordinating inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.
  3. Analyse resource requirements, document problems, gaps and opportunities, and make recommendations for action.
  4. Maintain effective working relationships with donor counterparts and programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups.
  5. Draft visibility and other presentation materials for donors to support resource mobilization efforts and organize donor visits.
  6. Support the activation of projects, in close coordination with the Program Manager (PMs) and other pertinent IOM departments, and coordinate with the administrative units to facilitate project development, financial oversight and reporting.
  7. In close coordination with the Monitoring and Evaluation (M&E) Officer, check coherence and consistency of monitoring and evaluation tools within the proposals being developed and bring issues to the attention of the M&E Officer and/or supervisor.
  8. Participate in budget and programmatic progress monitoring and assist in liaising with relevant donors on budget modifications and project extensions.
  9. Research potential and realistic funding opportunities among government and nongovernment donors, review calls for proposals and collect donor information.
  10. Maintain and update IOM Haiti archives and files.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, International Development, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in supporting project development, technical writing, and editing, preferably in the international development/humanitarian sector.
  • Work experience in donor relations and grant management for specific donors of IOM’s interest would be an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Haitian Creole is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Other:

Internationally recruited professional staff are required to be mobile.

This will be verified as part of the medical clearance process.
