Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the overall supervision of the Senior Programme Coordinator (RRR), the direct supervision of the Programme Coordinator (Partnerships and Programme Development) and in close co-ordination of the Policy Liaison and Programme Development (PLPD) Unit, the Programme Support Officer (Response, Resilience and Recovery (3R))will be responsible for managing, coordinating and providing substantive support for the Response, Resilience and Recovery (3R) Programme Support Unit (PSU) resource mobilisation, liaison functions and reporting requirements, including ensuring internal coordination and developing strategies.

Core Functions / Responsibilities:

  1. Manage the 3R PSU Project Development and Reporting team of international and national staff, ensuring close co-ordination with the Information Management (IM), Monitoring, Evaluation, Accountability and Learning (MEAL) and compliance, administration and implementing partnership teams within the PSU.
  2. When required, deputize for the Programme Coordinator (Partnerships and ProgrammeDevelopment) and respond to inquiries from the senior management team including the Senior Emergency Coordinator/Operations Coordinator, Chief of Mission (CoM), Headquarters (HQ) and Regional Office (RO).
  3. Assess and identify gaps in knowledge, develop capacity building materials, and ensure training for project development and reporting staff, including from program units, emphasizing capacity development on internal systems and donor protocols.
  4. Serve as focal point in Ukraine for the design and development of new programmes/projects within the 3R Unit based on solid results frameworks responding to emerging trends and priorities, in coordination with the PLPD, Deputy/CoM, RO, HQ, Programme Managers, donor counterparts and other relevant partner organizations.
  5. Ensure the integration and coordination with Monitoring and Evaluation (M&E) and IM systems, frameworks and resources in collaboration with the MEAL, IM Units, and Programme Managers.
  6. Manage the team to produce donor reports, prepare and present regular implementation and progress reports for donors, partners and the International Organization for Migration (IOM) Regional and HQ, assessing data and outcomes on programme implementation and indicators, and taking corrective action as required.
  7. Provide advice and guidance on relevant and thematic fundraising strategies, analyze strategic migration-related initiatives, donor policies and priorities, identify new funding opportunities, and prepare project and funding proposals.
  8. Support fundraising actions by proactively building and maintaining partnerships and liaison with donors, and defining proactive approaches to donor engagement, and responding to requests from donors and other stakeholders, in coordination with 3R senior management and Programme Managers.
  9. Maintain up-to-date knowledge of all projects and programmes implemented by 3R Unit of IOM Ukraine, and co-ordinate across the PSU/PLPD to backstop any administrative and financial aspects of new and ongoing projects, including activation, processing, endorsement, records-keeping, and submissions in line with specific IOM internal requirements and procedures.
  10. Substantively support 3R PD/R functions relating to United Nations (UN) planning, programming and frameworks, including inputs into the Inter-Agency Appeals, Strategic Development Co-operation Framework, Agenda for 2030 processes, UN Network for Migration or any other IOM and UN Clusters, Working Groups or frameworks.
  11. Ensure that accurate and pertinent records of all correspondence, project development and reporting files and administration information are maintained and that the Project Tracking Matrix, SharePoint, and PRIMA files are updated.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience

Experience

  • Previous experience working in an international organization and knowledge of the UN is essential;
  • Previous experience with and knowledge of foreign government funding mechanisms is essential;
  • Previous work experience in relevant issues such as migration, livelihoods and job creation strategies, displacement, and stabilisation the Middle East or Iraq is essential.
  • Experience in project development and management, reporting, fundraising and donor relations, project monitoring and evaluation required.

Skills

  • Good knowledge of programme management cycle.
  • Proven ability to supervise, coach, and direct staff and manage operations in transitional contexts;
  • Strong project development and report writing skills, including for developing results matrices and log frames, and critical analysis; and,
  • Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc. is essential.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Ukrainian or Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
