Context:

The Department of Strategic Planning and Organizational Performance is responsible for consolidating IOM’s efforts to strengthen planning and reporting, including supporting IOM to deliver on the reforms under the Internal Governance Framework (IGF) including the Business Transformation (BT) initiative. The Department brings together the organizational units tasked with the implementation of Risk Management, Monitoring and Evaluation, Results-Based Management and Operational Compliance.

The Internal Governance Framework Unit is responsible for driving and coordinating the IGF reform agenda and for overseeing, monitoring and reporting on the broad-ranging initiatives under the Framework, in collaboration with relevant Departments, Regional Offices and Country Offices. Through the established governance structures, including the IGF Board and the IGF Steering Committee, the Unit promotes ownership and accountability across the Organization for reforms under the auspices of the IGF. The Unit is also responsible for the development and application of a Change Management Strategy for the IGF and for supporting the Organization-wide framework governing Delegation of Authority.

Under the overall supervision of the Director, DPP and direct supervision of the Senior Programme Manager (IGF); and in close coordination with the Legal Officer (Governance and Accountability), the Programme Support Officer (IGF) will support the application of the Internal Governance Framework to priority areas throughout the Organization as well as contribute to the IGF Change Management activities.

Core Functions / Responsibilities:

  1. Support the IGF Unit in the development of the IGF 2.0 Work Plan through conducting research, benchmarking exercises, compiling and analysing data and information from internal and external sources.
  2. Keep track of and facilitate the progress on all IGF work items (IGF 1.0 and 2.0), with the focus on the Business Transformation (BT – Work Stream 3 of IGF 1.0 Work Plan), including recording monthly the progress update, calculating the completion rate and drafting periodic progress reports.
  3. Contribute to IGF Change Management activities, focusing on the BT and on the StrategicResult Framework, including:
  • Enhancing communication channel between HQ and field colleagues; and,
  • Organizing activities which aim to reduce the resistance by IOM staff against institutional reform agendas and to familiarize IOM staff with the new tools, systems and procedures.
  1. Keep updated on different initiatives across the organization and support the IGF Unit by suggesting potential actions taken by the Unit to enhance synergies between different initiatives (e.g. Share knowledge and information to relevant business process owners to break silos and facilitate inter-departments discussion and joint planning).
  2. Provide programme and administrative support to the IGF Unit in the preparation of various programme documents, such as work plans, budgets, briefing materials, presentations, talking points and reports.
  3. Support internal communications regarding the IGF and its application through various channels including IOM’s intranet.
  4. Create, maintain and organize files of correspondence/documents and reference files.
  5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Public Administration, International Development, Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Work experience within the UN system would be a strong advantage.

Skills

Advance knowledge of Microsoft Office, particularly Word, Excel and PowerPoint is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
