Context:
Under the overall supervision of the Emergency and Post Crisis (EPC) Coordinator and the direct supervision of the Programme Manager (WASH) and the administrative supervision of the Head of Shire Sub-Office, the Programme Officer (WASH) will be responsible for the successful implementation of the Water, Sanitation and Hygiene (WASH) in Tigray Area of Responsibility (AOR), based in Shire Endaselassie by supporting operations throughout Tigray region, with regular travel to different field sites.
Core Functions / Responsibilities:
- Support the Programme Manager (WASH) in the implementation of the overall WASH programme activities (i.e, water trucking, waterpoint rehabilitation, sanitation infrastructure, distribution, and hygiene promotion, etc) for the conflict induced Internally Displaced Persons (IDPs) in Tigray region and all other area where IOM is implementing WASH programmes whenever needed.
- Prepare and or review technical specifications, Bills of Quantities (BoQs), drawings of the WASH infrastructure planned to be implemented, as necessary, to ensure quality of the output in accordance with international and national standards and donor requirements.
- Support the Programme Manager (WASH) in conducting need assessment for program design and implementation, drafting, and reviewing program proposals and reports, checking budget utilization in organization of soft component at field level, as well as in the preparation of community plans.
- In coordination with the Programme Manager (WASH), liaise with WASH agencies, relevantCluster structures, humanitarian organizations, UN, government authorities/entities and any other relevant stakeholders that implement WASH activities to ensure that WASH technical activities are coordinated according to agreed standards, to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community in Ethiopia.
- Monitor the implementation of all WASH projects, through regular visits to the areas of operation, ensuring that the WASH national staff are properly utilizing the resources made available to effectively provide services to the beneficiaries.
- Assist in managing contracts with service providers or implementing partners. Work closely with the administrative units of IOM to ensure adequate contracts management; close out procedures and final payments to the contractors.
- Ensure an effective and active communication with all the relevant stakeholders. Prepare and submit regular progress reports to the Programme Manager (WASH) indicating progress, constrains and requirements for completion in the various projects across Ethiopia, specially in Tigray region.
- Support in supervision of national staff. Contribute to the adequate and relevant capacity building for the staff of WASH team. Coach and mentor the staff under the direct supervision.
- Contribute to mainstream the Gender-Based Violence (GBV), Accountability to affected populations (AAP) and other cross cutting issues related aspects in every phase of the implementation of the WASH activities in close coordination with the Protection Officer, GBV Officers and WASH Project Officers.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Civil Engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, Geology or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in the implementation of water, sanitation, and hygiene related projects preferably in the Humanitarian Field;
- Experience in the design and implementation of WASH and infrastructure, including contract management and with technical understanding of operation and maintenance of water supply including motorised and solar water supply schemes;
- Proven experience in the design and /or implementation of interventions that include research methods to address behavior change for the promotion of hygiene would be an added advantage;
- Experience liaising with donors, government officials and other stakeholders and a proven track record of resource mobilization; and,
- Experience in emergency operations.
Skills
- Demonstrated ability for leadership in the context of partnership building and consensual decision making;
- Demonstrated team building and information management skills;
- Sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and other relevant training;
- Good Monitoring and Evaluation Skills; Organizational Skills; Accuracy; Ability to work with minimal supervision; and,
- Knowledge of the region is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
