Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

Following the escalation of violence in Rakhine State, Myanmar in 2017, more than half a million

Rohingya refugees crossed the border and sought shelter in Teknaf and Ukhiya sub-districts of Cox’s Bazar, Bangladesh. Cox’s Bazar is ranked amongst the poorest districts of Bangladesh. Therefore, the Joint Response Plan includes assistance to the host communities to foster social cohesion and enhance resilience. The International Organization for Migration’s (IOM) humanitarian response includes projects to improve social cohesion between the refugees and the host communities including in the areas of skills development, livelihoods, disaster risks reduction, and community safety.

Under the overall supervision of the Deputy Chief of Mission (DCoM) (Emergencies) and the direct supervision of the Head of Humanitarian Assistance and Operations, the Programme Manager (Social Cohesion) will be responsible for supporting the formulation, design, planning, implementation, oversight, monitoring and evaluation of projects related to social cohesion between the host communities and the Rohingya refugees covering various types of interventions including, livelihoods, disaster risk reduction and community security/safety.

Core Functions / Responsibilities:

  1. Work with the Programme Support Unit (PSU) in the development of concept notes, common appeals and project proposals by providing technical inputs on community security, conflict prevention, access to justice, disaster risk reduction, livelihoods and community safety. When requested by the senior management, support in donor liaison, monitoring and visits.
  2. Review and update IOM’s social cohesion strategy to strengthen the mechanisms to address the driving factors of the tension between the refugees and host communities, to guide and transition the social cohesion programming from an emergency response to a protracted crisis response context.
  3. Identify opportunities for IOM to enhance its social cohesion activities through protection mainstreaming, by strengthening complementarity and synergies in social cohesion activities in line with humanitarian-development nexus.
  4. Contribute to context analysis in both refugee camps and host communities in Teknaf andUkhiya sub-districts of Cox’s Bazar to inform IOM protection and transition programming and the development of future interventions.
  5. Conduct conflict sensitivity assessments in line with the organization’s overall commitments and contribute substantial to IOM Bangladesh’s Rohingya operations protection risk assessments.
  6. Oversee the design, monitoring and implementation of community policing projects and coordination with law and order institutions as well as with the other United Nations (UN) agencies involved in these projects.
  7. Oversee the management, monitoring, evaluation and reporting of ongoing social cohesion and community security projects including grants provided to the implementing partners.
  8. Support IOM senior management in the establishment partnerships with local authorities and non-governmental organizations; particularly relevant law enforcement agencies, District Commissioner (DC) and Refugee Relief and Repatriation Commissioner (RRRC) office officials.
  9. Supervise Social Cohesion Programme staff and ensure coordination with other programmes, particularly with the protection unit, and timely implementation of social cohesion programme activities.
  10. Represent IOM in relevant workshops, conferences, sector meetings and other fora to ensure proper presentation and coordination of IOM’s social cohesion activities with stakeholders.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Peace and Conflict Studies, Political or Social Sciences or Social Work, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • At least five years experience in the field of conflict analysis, conflict transformation, conflict prevention, peacebuilding, disaster management and resilience, protection and humanitarian response;
  • Professional field experience in the humanitarian operations, including experience at an international level in complex emergency or natural disaster;
  • Work experience in liaising with governmental authorities, other national / international institutions and NGOs;
  • Experience in community policing and community engagement projects;
  • Experience in managing implementing partners;
  • Experience in project development, management and reporting is an advantage.

Skills

  • Knowledge of the region and/or country is an advantage.
  • Have coordination and negotiation skills with a range of different stakeholders including government partners, UN agencies, NGOs, sectors.
  • Ability to establish and maintain strong working relationship with stakeholders including government partners and colleagues from other agencies and sectors.
  • Demonstrated ability to supervise and manage staff.
  • Excellent knowledge of the IOM project management cycle.
  • Good knowledge of UN and donor programming.
  • Excellent strategic analysis capacity, writing skills, organizational and planning skills.
  • Proven representation skills, such as speaking at events.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
