1. Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. In order to enhance Iraq’s capacities and readiness to meet its commitments under a set of Multilateral Environmental Agreements (MEAs), UNEP supported the Government of Iraq in the development of a National Environmental Information System. This system was established to be the main source of information relating to the current and evolving status of the environment of Iraq. The system is designed based on six categories of environmental indicators containing 22 indicators that are presented to the user through “dashboard” approach as well as GIS maps and satellite imagery to achieve the desired environmental monitoring. The objective of this international consultancy is to develop the requirements for the synergetic reporting on Multilateral Environmental Agreements (MEAs) within the EIS system. The consultant will work under the Environmental Information System – Iraq project to ensure that the MEA reporting requirements are covered within the system. 2. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Science-Policy at UNEP, the International Consultant will carry-out, inter alia, the following duties and responsibilities: 1. Requirements of synergetic reporting on Multilateral Environmental Agreements – Identify the data sets required for MEAs reporting specifically for UNCCD, CBD, and UNFCCC, and chemicals related conventions. – Identify a common ground for information to the synergetic reporting on MEAs in Iraq, specifically for UNCCD, CBD, and UNFCCC and chemicals related conventions. – Develop a model report to pilot the integrated approach to MEAs in Iraq.   •  D1: Data Sets for reporting on UNCCD, CBD, UNFCCC, and chemicals related conventions
  •  D2: Report on the common approach to reporting on MEAs
  •  D3: Report model (utilizing the integrated approach) for MEAs (UNCCD, CBD, UNFCCC, and chemical-related conventions) 2. Conduct capacity building workshop on the reporting requirements and mechanism related to MEA – Prepare training material based on the data sets, the common approach, and the model report (D1, D2, and D3) to be delivered in a capacity building workshop targeting designated staff of the GoI – Conduct a workshop to the designated staff of the GoI.   •  D5: Delivery of capacity building workshop to stakeholders of the GoI

Qualifications/special skills

Master’s degree in environmental sciences, law, public policy or another relevant subject is required Minimum 7 years’ experience in environmental policy, public policy, international development, or similar field is required. Understanding and knowledge of Multilateral Environmental Agreements. Familiarity with the Iraqi and regional environmental context is required. Experience in knowledge of and engagement in international environmental conventions is required. Ability to conduct research and work independently.
