Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Background Information

Migration is a core, cross-cutting dimension of the 2030 Agenda for Sustainable Development and the Addis Ababa Agenda. Mobile populations, whether internal, cross-border or displaced are a key target group for the achievement of the Sustainable Development Goals (SDGs). Migration, including displacement, also has an impact on the achievement of the SDGs.

The 2030 Agenda for Sustainable Development is the principal multilateral framework guiding the development activities of the UN system and the international community more broadly. IOM’s entry into the UN System in 2016, brought the organization into the United Nations Sustainable Development Group, whose mandate is to support the implementation of the 2030 Agenda for Sustainable Development. Moreover, the repositioning of the UN system to deliver on the 2030 Agenda, and the strong rooting that the Global Compact for Migration has in the 2030 Agenda both provide a strong impetus for IOM to integrate the UN’s multilateral development frameworks as a central pillar of its work; enhance its own role as a development actor; better connect IOM’s development and humanitarian portfolios; and strategically advance the global discussions on migration and development.

To this end, IOM has developed its first ever Institutional Strategy on Migration and Sustainable Development will guide the organization’s approach to meet this mandate and ensure that migration can be leveraged for sustainable development. To achieve this, IOM is currently working to ensure the organization is equipped with the necessary planning tools and capacities to contribute to positive development outcomes and contribute to the achievement of 2030 Agenda for Sustainable Development and to foster strong partnerships across the UN Development System and beyond to harness the expertise and capabilities of relevant actors on migration and sustainable development. One of these essential knowledge platforms is the newly relaunched M4D Net, the global hub on migration and sustainable development, which brings together practitioners and policymakers from around the world to exchange ideas, develop skills and consolidate partnerships.

Furthermore, IOM is implementing a Global Programme on Making Migration Work for Development (Phase III) funded by the Swiss Agency for Development and Cooperation and jointly implemented by IOM and United Nations Development Programme (UNDP). The main objective of the Programme is to enable the target governments to better govern migration to increase the human development outcomes and mitigate the risks for migrants, their families and communities at origin and destination. The Programme has a global focus with direct country level implementation in Ecuador, Morocco, Nepal, Serbia, Senegal and Tunisia and in association with Bangladesh, Jamaica, Kyrgyzstan, Moldova and the Philippines. The Programme is led by the Programme Management Unit from IOM and UNDP, based in Geneva and New York respectively.

The Programme aims to further solidify the results and achievements reached to date in the earlier phases of the Programme and helps translate policy-oriented and process-driven actions into concrete results on the ground. To achieve this, the programme will continue to support governments in the six target countries to apply a ‘whole-of-government’ approach to migration governance with a new focus on four main sectoral areas: (i) health; (ii) economic inclusion and employment; (iii) education and; (iv) social security and human rights, which will have a direct impact on enhancing the well-being of migrants, their families, and their communities in the target localities. Specifically, migrants and communities will be able to see the positive development impacts that well-managed migration can bring. The Programme aims to support more coherent and results oriented policies and implementation mechanisms and develop stronger involvement of local authorities, private sector, and diaspora in migration and development policies and practices. The results and lessons learnt from this phase will continue to be fed into global advocacy and fora, including relevant regional and global dialogues, to enhance the global understanding of how to effectively ensure policy coherence and good migration governance for development.

The Intern will support the Migration and Sustainable Development team with administrative assistance and logistics, organizing and coordinating various internal and external events and capacity development activities, including online meetings, trainings and webinars, peer exchanges for IOM staff in the Country Offices as well as government and non-government stakeholders.

Supervision

The Intern will work under the direct supervision of the Head of Migration and Sustainable Development Unit and in close coordination with the team.

Core Functions / Responsibilities:

  1. Assist in drafting policy inputs, inputs to strategic documents and responding to internal and external IOM requests for support, incl. preparation of briefs, fact sheets and other materials in liaison with IOM’s communication department in HQ and IOM office in New York.
  2. Support the M4SD programme with background research and analysis for strategic knowledge papers, including an external final report on the programme’s achievements and an internal donor report.
  3. Prepare inputs to programme workplans and support countries to implement existing activitiesin the 11 countries by responding to requests for additional information or guidance, including supporting training endeavors as needed.
  4. Support the MSD team’s contributions to and active participation in global dialogues, events and processes such as the High-Level Political Forum on Sustainable Development, Global Forum on Migration and Development, Regional Consultative Processes and dialogues, including coordination and drafting support for the events, meetings, presentations or panel interventions.
  5. Assist with the planning and coordination of the activities of the internal Working Groups on SDGs and on Engaging with Local Actors and support efforts to collect good practices and knowledge from projects and initiatives throughout IOM that support sub-national (local) migration governance.
  6. Assist in preparing presentations and support the establishment of materials for global capacity building and training activities and assist Country Offices to develop training packages and deliver presentations to government partners at the national and local levels, implementing partners, UN Country Teams and UN Agencies, etc.
  7. Record, analyze and update internal and external databases of tools, materials, documents and publications, update MSD Sharepoint and respond to the upcoming inquires on tools and resources.
  8. Perform such other duties as may be assigned.

Training Components and Learning Elements

  • The Intern will gain on-site experience in working in an international multicultural environment, within the United Nations system.
  • The Intern will gain a better understanding of IOM’s work, as an inter-governmental organization in the field of migration and sustainable development, incl. cooperation with government partners and UN agencies.
  • The Intern candidate will acquire technical knowledge in migration and sustainable development, migration and 2030 Agenda, GCM implementation and international development cooperation.
  • The Intern will gain project management skills and enhance their understanding of policy and programming on migration.
  • The Intern can also access online training courses at the disposal of all IOM staff.
  • The Intern will have the possibility to interact with the multi-stakeholder constituents, as well as with the internal and external partners involved in organization and implementation of capacity building, communications and knowledge sharing activities.
  • The Intern will gain extensive experience working in an international and multi-cultural environment.

Required Qualifications and Experience:

Education

Master’s degree in Development Studies, Migration Studies, Social Science, Political Science, Anthropology, Economics, Business Administration or a related field from an accredited academic institution.

Experience

  • Good level of knowledge and experience in sustainable development and migration issues, including policies, regional and international cooperation, and local development;
  • Experience providing support to global Programmes and/or complex processes and projects;
  • Project management experience is an advantage;
  • Experience consolidating and analysing materials, drafting reports, presentations, information materials, etc.;
  • Experience working in or with UN Agencies, NGOs, private and public entities;
  • Practical experience of how-to multi-task, prioritize and work independently.

Skills

  • Familiarity with the UN and the global migration management ecosystem, including key global frameworks such as the GCM and 2030 Agenda;
  • Excellent writing skills, including ability to write content in a concise and clear manner;
  • Strong analytical, reporting and organizational skills;
  • Facilitation, presentation and training skills;
  • Attention to detail and ability to follow multiple processes consistently and at the same time;
  • Coordination skills and the ability to liaise with a wide range of partners and stakeholders in a respectful and timely manner;
  • Project management, coordination and support skills are an advantage;
  • Ability to timely understand the Organization’s structure and portfolios;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish and/or another UN Official language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

In general, the Internship Programme aims at attracting talented students and graduates who:

  1. have a specific interest in, or whose studies have covered, areas relevant to IOM programmes and activities;
  2. are holding a scholarship for internship placements in international organizations and/or for whom internship is required to complete their studies; or
  3. are sponsored by governmental/non governmental institutions and/or academia to work in specific areas relevant to both IOM and the sponsor.
  4. are either students who are approaching the end of their degree (minimum two completed years in the case of a bachelor’s degree), or have graduated in the last 12 months. e) are between 20 and 36 years of age.
