Background

The International Health Regulations (2005) are an instrument of international law that is binding on 196 countries across the globe. An important aspect of IHR implementation is to ensure that every country has an adequate legal framework to exercise their rights and meet their obligations under the Regulations. In this connection, many IHR States Parties have identified implementation in national legislation as a key priority and have requested WHO advice and guidance in this area. Moreover, the COVID-19 pandemic has shown the value and importance of up-to-date legislative tools to rapidly respond to the health emergency in an effective and efficient manner. This was recognized in the recommendations of the Review Committee on the Functioning of the International Health Regulations (2005) during the COVID-19 Response in relation to legal preparedness. Through decision WHA75(9), the World Health Assembly established a Working Group on Amendments to the International Health Regulations (2005) and further requested WHO Director-General to convene a Review Committee on the International Health Regulations (2005) (IHR Review Committee) to make technical recommendations on any proposed amendments received by 30 September 2022.
