Capacity Building for Durable Solutions Consultant At International Organization for Migration

Project Context and Scope:

The UN Secretary-General’s Action Agenda on Internal Displacement, launched in June 2022, sets out a vision to better resolve, prevent, and address internal displacement crises. The Action Agenda emphasizes the need for development interventions to complement humanitarian efforts in support of people affected by internal displacement. In parallel, efforts are required to prevent and mitigate the impacts of displacement and address drivers and underlying conditions. The Action Agenda also places a heavy emphasis on harnessing internal displacement data and ensuring the meaningful participation of IDPs and affected local communities.

Providing comprehensive solutions to internal displacement is a priority for IOM and a key element of the organization’s work in both humanitarian and development contexts. The Organization is uniquely placed as a leader in the implementation of solutions to internal displacement, in line with the Action Agenda and recommendations stemming from the deliberations of the High-Level Panel. However, further investments are required to ensure better internal coherence and expand capacities within IOM.

A Consultant is required to assist with IOM’s overall effort to implement the Secretary General’s Action Agenda, with a key focus on ensuring that required capacities exists at the country level to translate global reforms into meaningful action.

The Consultant will be primarily responsible for the development and roll-out of a durable solutions training curriculum. A minimum of two such trainings are to be held during the duration of the contract. The trainings should take place at the regional level and include priority countries as identified by the follow-up mechanism to the Action Agenda. The training content and delivery should be appropriate for decision makers and senior staff at the regional and country-office level, as well as staff responsible for managing and implementing durable solutions programmes. In addition, the Consultant will be requested to provide technical back-stopping to relevant priority countries on durable solutions programming, strategy, coordination and donor liaison, travelling to priority countries as required.

Organizational Department / Unit to which the Consultant is contributing:

Reporting to the Senior Advisor on Internal Displacement and conducting regular liaison with key other Departments within IOM Geneva and colleagues at the regional level.

Responsibilities and Accountabilities:

Establish the Durable Solutions Training Curriculum:

  1. Draft, coordinate and finalize a training curriculum on durable solutions that strengthens regional and country office staff’s capacity and skills on durable solutions programming for displaced populations and host communities;
  2. Integrate all recent and relevant global frameworks into the training curriculum, namely the High-Level Panel’s Recommendations, the Secretary General’s Action Agenda, and any recent information and training material stemming from other relevant fora, such as the GP 2.0 platform and content from the Special Rapporteur on IDPs;
  3. Review and integrate relevant IOM frameworks and policies germane to internal displacement into the training curriculum, including but not limited to the Migration Crisis Operational Framework (MCOF), HDPN guidance, Progressive Resolution of Displacement Situations (PRDS), and other guiding strategic documents of IOM;
  4. Review existing training material within IOM and update as required, complete with examples of the following: (1) flagship durable solutions programming; (2) integration of IDPs into development frameworks (ie UNSDCFs); (3) inter-agency coordination structures; and, (4) in-country strategies of UNCTs, HCTs and Governments.
  5. Conduct proper coordination with relevant colleagues throughout IOM HQ to ensure the final training curriculum reflects contributions from all relevant Departments and is broadly reviewed and endorsed;
  6. Ensure that the content of the training is fit for the intended audience – decision makers and senior staff at the regional and country-office level, as well as staff responsible for managing and implementing durable solutions programmes;

Pilot and Refine the Training Curriculum:

  1. Conduct all necessary planning and coordination for the roll-out of the training curriculum. The trainings are to take place at the regional level(s) allowing for broad coverage of priority countries, as identified by the follow-up mechanism to the Action Agenda (see the 16 priority countries);
  2. Liaise with relevant colleagues at IOM Geneva and at the regional and country office to arrange all logistical details for the trainings, complete with a Logistics Note that reflects all logistical information for participants;
  3. Liaise with relevant colleagues at IOM Geneva to ensure that the design and intended roll-out of the trainings fits within existing budgets;
  4. Ensure that a full Agenda is prepared that has a broad range of presenters and moderators;
  5. Travel to the location of the trainings to ensure all logistical arrangements are made prior to the start of the training and participate as a moderator or presenter during the trainings;
  6. Ensure that proper evaluation takes place after the trainings in order to incorporate feedback into the curriculum and design to immediate effect, in view of subsequent trainings covered by the Consultant and any future trainings taking place outside of this contract;

Provide Technical Support to IOM Missions Working on Durable Solutions

  1. As requested, provide technical back-stopping to IOM Missions currently working on Durable Solutions, including guidance on programme design, donor liaison, drafting of strategies, and reflections on inter-agency coordination systems;
  2. As requested, conduct travel to priority countries to provide in-country support to Missions working on Durable Solutions, in line with the technical guidance summarized in point 12.
  3. Conduct any other work requested that is relevant to the Secretary General’s Action Agenda.

Required Qualifications and Experience

A minimum of a Masters Degree in a related field (Migration, International Law, International Affairs, Political Science or related social sciences) plus five years of work experience, or a Bachelor’s Degree in a related field plus seven years of relevant work experience.

Required Skills:

  • Strong ability to write, sufficient to produce finalized professional content for both a variety of audiences from both policy and implementation backgrounds;
  • Well-developed interpersonal skills that allow for easy coordination between various individuals and departments;
  • Strong project management experience with ability to define objectives and corresponding outputs, convene groups around common purposes, and deliver in timely fashion; and,
  • Proven ability to implement trainings and find novel ways to transmit information for internal and external audiences over multi-day sessions.

Travel required:

Travel will be required to implement the above Terms of Reference. All travel shall be decided upon with the project manager and relevant staff in line with the implementation of the trainings at the regional level.

Languages:

Fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.
