Context:

Under the overall supervision of IOM Qatar Chief of Mission and direct supervision of the Senior

Operations Officer, the Associate Officer will be based in Camp As Sayliyah, Doha, under the Assistance Program (AP), which is an L3 Operation, and will be responsible for applying theoretical knowledge and administrative skills in supporting administrative and programme functions under the close supervision of the Senior Operations Officer. The responsibilities also include assisting the AP in the preparation of external/internal reports and Donor relations and communications materials, as well as in the updating of content on the intranet and assisting with operational tasks.

Core Functions / Responsibilities:

  1. Maintain up-to-date knowledge of all AP implementation in Camp Al Sayliyah, Qatar.
  2. Communicate with AP Coordinators and organize weekly team lead meetings, facilitating cross departmental communication.
  3. Collect input from Coordinators and consolidate daily reports for CAS interagency meetings.
  4. In close coordination with the Coordinators, assist the Project Development Officer (PDO) in preparing the Weekly SitReps for MEC HQ and PRM by compiling general background information and drafting specific inputs.
  5. Collect, review and generate daily, weekly and monthly updates, fact sheets, and relevant surveys from Coordinators, as well as reports related to areas of intervention.
  6. Under close supervision, draft specific inputs or segments for regular, periodic and activity-specific reports for external (PRM and US Military only) and internal audiences (IOM Qatar Mission staff, RO and DOE only), working closely with all AP Units accordingly.
  7. Assist the PDO by drafting inputs or segments for Interim Narrative Reports using the PRM template in close coordination with Coordinators for subsequent SOO and CoM approval, and track timely submission to Regional Office and Headquarters for endorsement.
  8. Assist the Finance Officer for the submission of the Financial Report, which is an essential part of the Interim Report, by assessing, synthesizing and coordinating the preparation of report elements.
  9. Track and monitor activities of the Programme Units, and provide updates to the SOO.
  10. Support the team in arranging meetings by assisting with the preparation of PowerPoint presentations and agendas, and take meeting notes, as necessary.
  11. Participate in content processing and archiving according to IOM content management guidelines (i.e. posting on Sharepoint).
  12. Perform such other duties as may be required.

Required Qualifications and Experience:

Education

  • Master’s degree in Humanitarian Affairs, Development Studies, Political Science, Social Science, International Relations, or a related field from an accredited academic institution with relevant experience; or
  • University Degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in programme support or coordination, preferably including operational and managerial experience in the fields of CCCM, Emergency and Humanitarian Response, Disaster Management, and Shelter, or other relevant areas;
  • Experience working in post-conflict/emergency zones and in high-risk environment;
  • Experience in liaising with governmental authorities, donors, national and international institutions, UN agencies, non-governmental organizations, local communities in a multi-cultural setting is highly desirable;
  • Experience with gender and issues around gender-based violence; and,
  • Familiarity with financial and administrative management, preferably in IOM or UN agencies.

Skills

  • Knowledge of project development, management, and evaluation concepts and procedures;
  • Good communication, analytical, and organizational skills;
  • Excellent interpersonal skills and ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and, • Good level of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari and Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
