Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Project Context and Scope

As part of IOM’s mission to uphold the well-being of migrants and communities, IOM made an institutional commitment to improve its environmental performance and mainstream environmental sustainability in its strategies, projects and programs, and facility management and operations. The Environmental Sustainability Unit under the Deputy Director General for Management and Reform is responsible for supporting IOM to implement this commitment.

Since 2017, IOM has been part of the UN system-wide environmental sustainability efforts coordinated via the UN Greening the Blue. In 2019, the Strategy for Sustainability Management in the UN System 2020-2030; Phase I: Environmental Sustainability in the Area of Management was endorsed by heads of UN Agencies, including IOM. In 2021, Phase II: Towards leadership in environmental and social sustainability of the strategy was adopted to provide a system-wide framework for sustainability efforts.

Organizational Department / Unit to which the Consultant is contributing:

The Environmental Sustainability Consultant will support the Environmental Sustainability Unit to implement the Strategy for Sustainability Management in the UN System 2020-2030, with a special attention to systematic risk management. The Consultant will support the sustainability transition in IOM through setting up an environmental risk assessment framework for projects and programs and supporting the environmental inventory process for facilities and operations. The Consultant will also work across the organization on a wide array of environmental sustainability topics, which are driven by opportunities and challenges identified at the sectoral level or by IOM country offices. The Consultant will be part of identifying ways to innovative in the sectors IOM is active in, for example, by settings up new operational controls in the area of energy, water and waste management.

Under the direct supervision of the Head of the Environmental Sustainability Unit at IOM Headquarters, the Consultant’s responsibilities will spread across the following workstreams:

Core Functions / Responsibilities:

Tasks to be performed under this contract

Develop and roll out an environmental risk management system for projects and programs (environmental marker) based on IOM’s environmental standards

  1. Operationalize IOM’s environmental standards and the risk-based approach to environmental management across the Organization considering its diverse operational contexts.
  2. Design a workplan for the development and roll out of an environmental risk management system for projects and programs.
  3. Conduct a benchmarking study on existing environmental risk management systems at other international organisations, especially those aligned with the United Nations system-wide efforts and the Strategy for Sustainability Management in the United Nations System 2020–2030.
  4. Design the environmental risk assessment tool (environmental marker) and its processes, including quality assurances and controls.
  5. Consult relevant IOM units at Headquarters (inter alia the Risk Management Unit, PRIMA for All, Monitoring and Evaluation Units, Gender and Diversity Unit) and selected IOM country and regional offices.
  6. Align the environmental risk management system with IOM’s Risk Management Framework and Policy (IN/213 Rev. 1).
  7. Seek feedback from and pilot with a sub-set of IOM projects and programs to verify that the risk management tool is fit-for-purpose and user-friendly, considering the diversity of contexts IOM operates in and the types of projects and programs it implements.
  8. In coordination with the PRIMA Unit, integrate the environmental risk management system in the Project Information and Management Application (Prima for All).
  9. Coordinate the roll out of the new system globally, including setting up a focal point, reporting and support structure system.

Develop training materials, raise awareness and build capacity globally on the newly launched environmental risk management system

  1. Ensure the adoption and mainstreaming of environmental sustainability principles in IOM’s project and program activities.
  2. Design training materials for online and offline dissemination to present the environmental risk management system and its integration into IOM’s project development and management systems, including user guidelines and webinars.
  3. Coordinate with relevant communication, staff development and learning and M&E teams to ensure the long-term sustainability of initiatives.

Provide technical stand-by support regarding environmental risk management to IOM offices worldwide

  1. Ensure that projects and programs appropriately apply the IOM environmental standards.
  2. Support IOM offices – especially those accessing large-scale development, climate and environment funds – to integrate environmental risk management in projects and programs at each stage of the program cycle (design, management, monitoring and evaluation).

Support data collection, analysis and continuous improvement of the annual environmental inventory process

  1. Contribute to the continuous improvement of the environmental inventory process, including data quality and reporting functionalities.
  2. Engage with focal points at the IOM country office level responsible for providing data for the annual environmental inventory.
  3. Assess, verify and quality check the data provided during the annual environmental inventory process.
  4. Gather feedback for improving and streamlining the data collection and reporting process.
  5. Support the development of an automated online data collection tool and a dashboard with analytical capacity for the environmental inventory process in coordination with relevant internal stakeholders.

General elements

  1. Attend relevant events and meetings related to these topics as requested by the supervisor.
  2. Liaise with relevant partners and internal/external stakeholders to receive their feedback throughout the process.
  3. Perform other duties assigned by the direct supervisor.

Performance indicators for evaluation of results

  • All materials are designed to a high quality and in line with all relevant IOM guidelines (publication), UN system-wide frameworks and commitments, and relevant ISO standards.
  • The Consultant responds to feedback and comments by relevant stakeholders and quickly and effectively integrates suggestions and recommendations in their work.
  • The Consultant delivers all work in accordance with the established timeframes.

Required Qualifications and Experience:

Education

  • Master’s degree in the field of Environmental Sciences, Environmental Engineering, or a related area with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated experience in designing and implementing environmental management systems for development or humanitarian organisations, with a special focus on improving the environmental performance of projects and programs;
  • Demonstrated experience in applying environmental standards and conducting environmental audits for a diversity of projects and programs;
  • Experience in supporting organisations to develop strategies and frameworks to achieve their environmental goals, such as reducing carbon emissions, energy, waste and water consumption;
  • Experience in the planning, design, monitoring and evaluation, and management of development or humanitarian projects and programs.

Skills

  • Knowledge of relevant ISO standards, including ISO 14001:2015.
  • Exposure to working with international organisations, including in the humanitarian sector;
  • Have a good understanding of the existing United Nations system-wide frameworks, strategies, and action plans;
  • Proven ability to meet reporting deadlines.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

Duty station could be Geneva, Switzerland or Homebased.
