1. General Background
UNHCR is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. We work to ensure that everybody has the right to seek asylum and find safe refuge, having fled violence, persecution, war or disaster at home.
Since 1950, we have faced multiple crises on multiple continents, and provided vital assistance to refugees, asylum-seekers, internally displaced and stateless people, many of whom have nobody left to turn to. As of end of 2021, about 89.3million people have been displaced globally because of persecution, conflict, violence, human rights violations, and events seriously disturbing public order. UNHCR operates in over 132 countries and territories, using our expertise to protect and deliver life-saving assistance and seek durable solution. All UNHCR operations heavily rely on collecting population and operational data on daily basis in order to inform protection strategy, planning and programming. As the UN Agency with a responsibility to protect and assist asylum-seekers, refugees, internally displaced persons (IDPs), returnees and stateless people, UNHCR has a vital role in collecting, consolidating, analyzing and disseminating data and information on all population of concern that fall under its mandate. In 2019, UNHCR launched a global data transformation strategy (2020-2025) that aims shift to the data landscape by 2025 and have UNHCR as a trusted leader on data and information. The shift to a more data savvy culture aims to enable more mainstreamed actions to protect, include and empower the different population groups UNHCR serves. UNHCR seeks to enhance the collection and analysis of data through a collaborative approach and working closely with different stakeholders Governments, NGOs and other key stakeholders, in order to achieve quality protection outcome.

2. Purpose and Scope of Assignment
UNHCR Multi-Country office in Washington, DC is hiring an Information Management Associate (UNOPS LICA-6 (G6)) to be part of the office Information Management team and support the leverage of quality data and evidence-based information. The Information Management Associate reports to the Associate Regional Information Management Officer. The vision of the IM team at MCO-W is to be a service provider to the different country teams under MCO-Washington offering tailored and smart IM services that meet the needs/demands of the different clients/teams. When the right data are in the right hands timely, better decisions will be made for a more quality and equitable protection outcome. The incumbent assists in collecting, processing, archiving, and analyzing various dataset and information on UNHCR population of concern. The incumbent’s role is to support the operationalization of the operation wide information management strategy including but not limited to secondary data analysis, statistical reporting and expanding primary data collection.

Duties and Responsibilities:

– Collect, collate, process, archive and store population data related to protection and perform data quality, consistency, and data protection control.
– Perform tasks related to regular data cleaning and processing that would be needed for analysis and producing various information products and updates.
– Support in operationalizing the Information Management strategy and expansion of IM services to serve both the United States and Northern Caribbean protection teams.
– Support in expanding the collection of secondary data and baseline information on various issues related to protection, programming and monitoring.
– Support the design of various information products especially interactive dashboards using Business Intelligence.
– Support the statistical reporting on population data management including but not limited to mid-year and annual statistical reporting.
– Organize, archive, store, backup all historical datasets on asylum and other protection issues.
– Support and leverage geographic data for map production and use in geographic information systems (GIS).
– Support the various primary data collection initiatives including but not limited to protection monitoring and protection assessment.
– Support the development and update of different Standard Operational Procedures (SOPs) on statistical reporting, data collection, system development, products and other necessary activities.
– Support the operation on the roll-out of monitoring and evaluation operational system.
– Support various periodic reporting requirement including weekly and monthly reporting.
– Act as the main FP for the technical debugging.
– Perform other duties and ad-hoc requests as required.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

For G6 – 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher. Postgraduate degree is desirable.

b. Work Experience

Required and mandatory qualifications and experience:

– At least 2 years of relevant experience with bachelor’s degree.
– Strong data management skills.
– Strong understanding and knowledge of Information management concepts and frameworks in the context of humanitarian or development work.
– Familiarity with the Protection Information Management (PIM) global guidance, standards and framework.
– Strong analytical skills on mixed research methodology on data collection (quantitative and qualitative).
– Previous experience of carrying-out secondary data review or desk review.
– Excellent teamwork and demonstrated capacity to work collaboratively in a fast-paced and often stressful environment.
– Ability to prioritize with strong planning and organization skills.
– Ability to work in fast-paced environment with strong ability to handle stress.
– Ability to adapt which is a must in fast paced working environment.
– Good organizational and planning skills.
– Fluency in English (mandatory) and working knowledge of Spanish (Very desirable).

Mandatory Technical Skills:
– Strong and advanced skills in Excel.
– Proficiency in MS Power Business Intelligence (PBI)m PowerQuery and DAX tags.
– Proficiency working level in Adobe Suite package (Illustrator and InDesign).
– Strong and basic Database skills (relational database and models).
– Basic Geographic Information System (GIS) skills especially ArcGIS Pro.
– Previous experience of using ODK or Kobo ToolBox and designing comprehensive surveys.
– Strong PowerQuery and data modelling.
– Strong ability to compile data from variety of resources for analysis.
– Strong visualization skills especially products and infographic design.

Desirable skills and competencies:
– Understanding of the US asylum system and various legal procedure.
– Advanced visualization skills especially the use of Adobe Suites (illustrator and InDesign).
– Knowledge of R Statistical Programming Language.
– Previous experience of designing information products tailored to different audience.
– Previous experience with humanitarian actors especially NGOs or UN agency.
– Previous experience in the refugee protection field.
– Experience in MS PowerApp.

This is a local UNOPS individual contractor position, and all applicants must have a valid work authorization or permanent residence in the U.S.A. at the time of applying. The selected candidate must provide proof of vaccination against Covid-19 with WHO approved vaccine.
