Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

IOM in South Sudan has a range of programs centred around three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the peacebuilding, transition and development cluster, IOM South Sudan implements programming on climate change adaptation including water management, community development, housing, land and property issues, conflict prevention, community-based violence reduction and migration management support including the prevention of human trafficking. In all areas, IOM South Sudan’s work is supported and informed by its conflict analysis team operating from Juba and key field locations.

IOM South Sudan is an active member of the UN Country Team and Humanitarian Country

Team. As the cluster coordinator for CCCM (co-lead with UN High Commissioner for Refugees

(UNHCR)) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response. Within the Resident Coordinator-Humanitarian Coordinator (RC-HC) lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with United Nations Development Programme (UNDP)).

Under the direct supervision of the IOM Chief of Mission in South Sudan and in close coordination with the Regional Data Hub in Nairobi and relevant IOM South Sudan thematic units and in particular the Project Support Unit, the Programme Coordinator will lead on all aspects of the IOM Displacement Tracking Matrix (DTM) program to ensure timely, actionable and high quality data is produced and shared with senior management, partners, sector leads and presented at coordination fora for decision making and prioritization of program activities across the Humanitarian – Peacebuilding – Development (HDP) Nexus.

Core Functions / Responsibilities:

  1. Oversee and manage the Displacement Tracking Matrix (DTM) Programme in South Sudan.
  2. Coordinate with senior management, program heads and focal points in neighboring countries and at Headquarters and Regional level, to support development of DTM program and enhance cross border collaboration of DTM activities.
  3. Develop a strategy for DTM South Sudan to support both humanitarian response and transition and ensure its relevance as the situation evolves.
  4. Oversee the implementation of the DTM portfolio in South Sudan according to the global DTMmethodology including, but not limited, to Biometric Registration and Verification, Flow Monitoring, Mobility Tracking, Intentions Surveys and Village Assessment Surveys ensuring proper adaptation to the context.
  5. Collaborate closely with IOM programme units and humanitarian and transition partners to optimize the use, relevance, and impact of DTM, particularly in relation to rapid response missions, programme planning and linkages to transition programming, including integration of protection and cross- cutting indicators.
  6. Liaise with relevant Government authorities (including the Ministry of Humanitarian Affairs and Disaster Management (MHADM), Relief and Rehabilitation Commission (RRC), National Bureau of Statistics (NBS), UN Mission in South Sudan (UNMISS), United Nations (UN) agencies, Non-Governmental Organizations (NGOs), Donors and other stakeholders on matters related to displacement data collection and management.
  7. Develop an information product dissemination strategy and oversee the drafting of all required DTM reports and information products, including, but not limited to, analytical and statistical reports, mobility tracking profiles, maps, conflict and displacement analyses, flow monitoring reports and other relevant products.
  8. Ensure the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities.
  9. Supervise and manage programme staff, build capacity develop and organize appropriate training for data collection teams and programme staff on issues related to DTM operations including data collection methods and IOM’s policies and procedures.
  10. In collaboration with ITC, oversee compliance of the information management systems and infrastructure of DTM as per IOM IT policies, standards and best practice for high performance, reliability, and information security.
  11. Participate in and present information at coordination meetings (including the Inter-ClusterCoordination Group (ICWG) when requested, Needs Assessment Working Group (NAWG), Advisory Group on Solutions Working Group (SWG) and Cluster meetings, related to population mobility. Conduct regular presentations to and consult with the ICCG on DTM quarterly priorities to drive DTM operational planning in coordination with DTM field offices and ICWGs.
  12. Engage closely with the Coordination and Common Services (CCS) Cluster on developing the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP).
  13. Collaborate closely with the IOM Programme Support Unit (PSU) and Chief of Mission to develop project proposals and mobilize resources.
  14. Collaborate closely with the Resources Management Unit (RMU) to draft, finalize and manage project budgets according to IOM Rules and Regulations and donor requirements.
  15. Undertake field assessment and monitoring missions as required to maximize performance of DTM field activities and take action to resolve issues.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Previous experience with displacement tracking and monitoring, capacity building and Information Management is a requirement;
  • Previous experience working in hardship duty stations.

Skills

  • Excellent leadership, management and coordination skills;
  • Ability to work with staff from different backgrounds and in multi-component programmes;
  • Strong management and coordination skills and experience in humanitarian and transition settings;
  • Computer knowledge use including Microsoft Office, Google Earth and ability to use internet and email;
  • Knowledge of Open Data Kit (ODK), KoBoCollect applications, BRaVe and use of PDAs is an advantage;
  • Outstanding interpersonal, cross-cultural, and diplomatic skills and ability to harmoniously collaborate with a wide variety of internal and external stakeholders;
  • Proven ability to deliver results and achieve measurable impact in contexts of great political and operational complexity;
  • Outstanding communication skills including the ability to communicate complexity in an easy-to-understand way for diverse audience;
  • High-level of problem-solving skills including the ability to address problems pro-actively and creatively, foresee and mitigate risks and overcome operational and political challenges as they arise;
  • Proven ability to successfully operate in high-stress environments and maintain high professional standards in hardship locations.

Languages

IOM’s official languages are English, French, and Spanish.
