The United Nations Development Program – UNDP works in more than 170 countries and territories, assisting in developing policies, leadership and partnership skills, institutional capacities and resilience building, fostering development. In Colombia, he works in 28 departments and 319 municipalities.
UNDP is part of the 26 United Nations Agencies, Funds and Programs in Colombia, contributing to the achievement of the United Nations Framework for Cooperation on Sustainable Development. The UNDP Country Program Document 2021-2024 seeks to support the efforts of the Colombian government for the transition towards peace and the consolidation of its position as a upper-middle-income country; with three work priorities: 1 ) Stabilization: “ Peace with Legality ”; 2 ) Migration as a development factor; and 3 ) Technical assistance as an accelerator of the achievement of the catalytic Sustainable Development Goals.
At the programmatic level, UNDP Colombia is organized into 2 Clusters and 5 Portfolios: The Inclusive Sustainable Development Cluster that groups the portfolios of Sustainable Development and Reduction of Poverty and Inequity and the Cluster of Peace Building and Inclusive Governance that brings together Portfolios of Democratic Governance, Peacebuilding and, Response to Crisis and Rule of Law.
This project seeks to strengthen national and territorial capacities in the rule of law, human rights in matters of social protest, to achieve the goals of the ODS16 + and generally contribute to the 2030 Agenda in Colombia. In line with UNDP’s vision in the framework of the Strategic Plan 2022 ‐ 2025, this project will contribute to poverty reduction in all its forms and dimensions, to structural transformation to achieve sustainable development and building resilience to crises.
For this, the project includes actions of ( i ) accompaniment to the definition of public policies on citizen security, access to justice, and coexistence, ( ii ) strengthening the capacities of local governments to develop diagnoses and implement comprehensive plans for security, citizen coexistence and application of International Humanitarian Rights standards, from a comprehensive perspective of prevention, attention, control and accountability, ensuring spaces for coexistence, consultation, participation and dialogue between members of society, ( iii ) technical and administrative support for the thematic line of access to justice ( local and rural ) ( iv ) improving security and coexistence conditions,( v ) assistance in the reform of the Colombian National Police and security and coexistence actions and ( vi ) support in the transformation and digitization of justice.
Scope of work
In accordance with the rules and procedures, the Technical Associate in Planning, monitoring and evaluation performs the following functions: one.Generates technical and improvement support for the project:
- Support the planning, implementation, monitoring, evaluation, and results-based management actions of the projects of the PDET portfolio assigned to it, that guide decision-making in programmatic and financial management.
- Promote work in alliance with referents and partners of the projects ( SNU agencies involved, government partners and territorial organizations ) on P&M issues.
- Support the coordination of periodic follow-up meetings with the national and territorial team, other relevant actors to evaluate progress in meeting indicators and targets; as well as participate in the committees defined in the project’s Governance structure, as well as prepare reports and the respective minutes and rapporteurs .
- Contribute to the incorporation of approaches to gender equality, conflict sensitivity and human rights in the planning and monitoring system.
- Provide technical support in the design and implementation of quantitative and qualitative analysis methodologies, information gathering instruments, analysis tools, variables, factors and indicators ( example: micro narratives, mapping of scopes, perception surveys, cartographies or the like ), for the construction of indicators, baseline, report, monitoring and evaluation of the PDET projects and portfolio of the peace area in their charge, which account for progress in achieving the expected results at the national and territorial levels.
2. Support the formulation of project strategies and the implementation of the action plan focusing on:
- Carry out the technical monitoring and updating of the Annual Operational Plans of the projects in compliance with the activities, goals and indicators, plans for technical improvement and strengthening of the assigned processes.
- Collect, analyze and present the basic information for the preparation of management reports, technicians, documents, progress presentations and communicational elements in the periodicity and punctuality required by the/the Project Manager, as well as the reports requested by UNDP, government partners, donors, implementing partner agencies, providing accurate and quality information.
- Develop the work plan and execute a schedule of the established technical activities.
- Support the permanent updating of the information systems provided by UNDP to report the monitoring of the project on platforms such as: Atlas where the status of the project’s baselines is updated, your goals and results and risk monitoring; as well as Intranet Tools where activities are registered that guarantee the Quality Assurance of projects and include georeferencing information; and any other system arranged by the organization in order to be able to monitor the status of the projects, all of the above in coordination with the monitoring and evaluation team.
- Accompany the missions for monitoring, monitoring and evaluation to the territories of influence of the projects of the PDET portfolio required for optimal implementation.
3. It supports the management of knowledge of the PDET portfolio, area of peace, through:
- Support knowledge management activities and external / internal communications towards relevant stakeholders.
- Support the systematization of good practices and lessons learned, communication materials and other relevant publications directly related to the projects and the objectives of the PDET portfolio, so that it is replicable and transferable to the different relevant actors or stakeholders.
- Support the preparation of project closing documents such as: the terms of reference of the external evaluation, final report, report of lessons learned, Quality Assurance, updating the information of the corporate systems and delivery of the physical and digital archive of the Project documents.
- Guide and provide technical assistance in the conceptual design of methodological tools, exchange of experiences, development of training and technical assistance from individuals and counterparts in everything related to knowledge management
4. It facilitates the articulation of actions with the monitoring, evaluation, planning and management team of the Peace, Justice and Reconciliation Area.
- Participate in the articulation and joint work spaces with the other focal points for monitoring, evaluation, planning and management of the Peace, Justice and Reconciliation Area.
- Support the actions required by the Monitoring and Evaluation Analyst of the Peace, Justice and Reconciliation area for the optimal mainstreaming of actions within the area with an ethnic, differential and territorial focus.
- Facilitate the alignment of the monitoring and evaluation strategy defined for the Peace, Justice and Reconciliation area with the PDET projects under its responsibility.
Institutional agreement
The Technical Associate in monitoring and follow-up will report to the Chief Analyst of the Local and Rural Justice project.
