This position is located in the Executive Office of the Office for Disarmament Affairs. The Administrative Officer reports directly to the Executive Officer.
Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties: Human Resource Management:
- Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
- Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance:
- Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
- Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
- Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
- Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
- Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
- Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
- Acts as Certifying Officer for appropriate Cost Centres. General Administration:
- Oversees work related to procurement and advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle, and evaluation of vendor contracts and payment to vendors.
- Oversees work related to travel, including distribution of tasks, and provides guidance on the application of travel administration policies and practices.
- Reviews adequacy of departmental space requirements.
- Provides guidance and leadership to more junior staff and performs other related work as required.

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, finance, accounting, law or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Several years’ experience in overall budget execution of Regular Budget and Extrabudgetary funds using the Finance and Grants Management modules of an ERP System and familiarity with the end-to-end processing of grants (from project formulation to reporting) is required. A minimum of 2 years of working experience in an Executive Office environment is desirable. Experience with an ERP system in the procurement process and procedures to support the programmes and operations of the United Nations Common System or other comparable international organization is desirable.Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.Assessment
