Organizational Context:

The post is based in WFP Beirut Country Office and the incumbent will be u nder the direct supervision of the Cash Based Transfers (CBT) Programme Policy Officer and the overall supervision of the Head of CBT.

Duration Of Assignment:

The Programme Assistant (CBT) will be contracted for an initial term of 12 months (Renewable based on business need and satisfactory performance).

Key Responsibilities (not all-inclusive, nor exhaustive):

With delegated authority and under direct supervision of the Cash Based Transfers (CBT) Programme Policy Officer and overall supervision of the Head of CBT, the Programme Assistant (CBT) main accountabilities and responsibilities involve the following:

  •  Act as a focal point for the quarterly biometric validation exercise activities.
  •  Act as a focal point for daily prepaid cards maintenance activities including cards related issues received from WFP field offices, Accountability for Affected population (AAP) team and LOillSE agencies
  •  Act as a focal point for handling cases refen-ed by WFP call center to CBT.
  •  Maintain Validation data using Countiy Office SQL database and generate data analysis where needed to support decision making.

More specifically, the Programme Assistance tasks will include the following to support business continuity in the CBT Unit:

  •  Identify the list of households that require validation and coordinate with UNHCR to enable access to biometric information.
  •  Generate quarterly validation pool and apply priorities; make the validation pool available to relevant stakeholders.
  •  Generate weekly validation failure report and share with relevant units and stakeholders
  •  Generate weekly report of validated cases and cases not to be invited.
  •  Generate no-show results and share/follow-up with activity unit.
  •  Generate monthly and quarterly validation figures.
  •  Ensure the results of WFP and UNHCR validation exercises are reflected and implemented on a monthly basis in WFP systems;
  •  Ensure the processes are in line with the Standard Operating Procedures (SOPs) in place;
  •  Liaise on all the above with Field Offices, Country Office units and Service Provider as required in a timely manner.
  •  Follow up on daily basis on cases referred to CBT from WFP call center through WFP’s grievance rederess system (SugarCRM).
  •  resolution of general and daily prepaid card operational queries requesting assistance where necessary
  •  Support and back up the CBT programme Associate whenever it is required.
  •  Keep all records and documents up-to-date and archived in a safe place.
  •  Attend meetings and draft the “minutes of meeting”; follow up on each of the notes and assure to respect the timelines.
  •  Perform other related duties as required.

ADDITIONAL COMPETENCIES:

  •  Experience in coordinating with third parties.
  •  hands-on experience in using Databases (such as Access and SQL), Excel, PowerPoint and Visio.
  •  Knowledge of WFP activities and procedures in the country is an advantage.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A Bachelor’s degree in business administration, information systems, statistics, economics or other relevant field is a plus

Experience: At least four (4) years of progressively responsible work experience including: data analysis and visualization, statistics and reporting.

Language: Fluency in both oral and written communication in Arabic and English.
