Job Description
The Position:
The post of Technical Specialist, Demographic Dividends , Resilience and Policy is located within the Population and Development Branch of the Technical Division, HQ. The incumbent will work closely with the UNFPA Reference Group on Demographic Dividends, Resilience and Policy, including Regional Advisors on Population and Development, Development Economics, and Population Ageing, and reports to the Chief of Population and Development Branch.

Job Purpose:
The purpose of this post is to provide technical support to UNFPA’s global and regional initiatives on demographic dividends and resilience, including the Global Programme on Ageing, Low Fertility and Demographic Resilience, tracking the AUC Roadmaps for DDs across Africa, and related regional programmes on demographic resilience, or demographic dividends. While based at HQ, s/he will provide technical guidance to support the integration of a common portfolio of recommended demographic outputs and projections as part of regional demographic analyses, national Population Situation Analysis (PSA’s), VNRs or Common Country Analysis (CCA. In addition to technical guidance on demographic and policy research s/he will support the convening of regional and global fora to promote cross-national exchange on policies that enable couples to achieve the timing and number of children they want, advance gender equality at home and the workplace, promote reproductive rights and choices, and prepare for an ageing population. The incumbent will support UNFPA’s efforts to strengthen the capacity of partner governments to generate and interpret relevant demographic intelligence and design nationally-tailored population and development policies that promote demographic dividends, and encourage policies of demographic resilience in both high and low fertility countries.
You would be responsible for:
The incumbent is expected to carry out the following: Demographic and policy analyses
- Undertake analyses on population dynamics, social policies and prospects for achieving the first and second demographic dividend(s);
- Contribute to analytic guidance and use cases on the impact of regional and national population dynamics and demographic megatrends (including population growth, ageing and urbanization), on the SDGs and priority outcomes for UNFPA (e.g. achieving zero unmet need for family planning, ending maternal mortality and ending harmful practices);
- Track national experience and available literature on national population policy experience, and the impact of sector policies (e.g. family policies, economic, labour, education and family planning policies), for achieving a first or second demographic dividend(s), and demographic resilience;
- Support the development of standardized guidance, training materials and webinars on generating standard demographic outputs (and data visualizations) at country level, including from the Population Data Platform, and integrating them within population situation analyses (PSA), Country Programme documents, Common Country Analyses (CCAs) and national population and development policies;
- Prepare research presentations for diverse stakeholders, including inter-agency and inter-governmental meetings on demography, population ageing and low fertility, demography dividends, and the SDG impact of current population and related megatrends.
Programme management
- Support UNFPA’s Reference Group on Demographic Dividends, Resilience and Policy, and related UNFPA and UN-wide fora, including UNFPA-sponsored policy dialogues, events related to our UN Inter-Agency work for the Decade on Healthy Ageing, and the like;
- In close coordination with the Co-Chairs of the Reference Group, prepare agendas for routine internal Reference Group meetings, draft minutes on the same, and follow up on action items.
- Serve as the programme manager for joint projects with KOSTAT on Ageing and Low Fertility, and track and report on the implementation of key activities (e.g. census support, PSA, NTA, Annual Symposium and related policy research), and other KOSTAT-funded activities, consistent with the MOU specifications on reporting.
- Support the organization of an annual symposia on ageing, low fertility and demographic resilience, and other policy events relevant to resilience and demographic dividend(s).
- Contribute to UNFPA’s mobilization of additional resources for policy research and technical guidance to support countries with diverse demographic trends, and the opportunity to adapt social policies to align with the demographic future.
- Perform other analytic tasks as needed in the Technical Division.
Capacity development

Qualifications and Experience:
Education:
Advanced university degree or equivalent in the quantitative social sciences, such as demography, economics, sociology, statistics, governance and policy sciences, public health epidemiology, or related discipline. Work undertaken in the graduate or post-graduate degree should be directly related to the substantive areas required for this post.
Knowledge and Experience:
- 5 years of experience working with a wide range of national and international data sources and databases, including those focused on demographic data (e.g., censes, civil registries, vital statistics, DHS, MICS); health data (HMIS, DHS, SPA or SARA surveys, etc); and/or labour and economic data (e.g., ILO, World Bank, IMF, UNSD);
- Strong competency in data analysis and data visualization using statistical software packages (e.g., R, STATA or SPSS); familiarity with geospatial data in an asset;
- Experience with policy dialogues and similar events across sectors, including with UN agencies, academics and/or with local or national governments;
- Background in the translation of evidence and analysis into policy recommendations, policy briefs, key messages and talking points;
- Strong skills in report writing, communications and presentation to diverse, technical and non-technical audiences;
- Experience in managing projects from conception to implementation;
- Strong interpersonal communication skills;
- Familiarity with the UN system is desirable.
Other Desirable Skills:
- Initiative, good conceptual abilities, sound judgment, strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
Languages:
Fluency in English is required; working knowledge of French, Spanish and/or another UN official language desirable.
