Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Following the Rohingya influx from Myanmar into Bangladesh which began on August 25, 2017, by September 2022 some 908,720 Rohingya refugees are now living in camps and settlements and in host communities in Cox’s Bazar District, Bangladesh, presenting a massive and complex humanitarian crisis.

Under the direct supervision of the Principal Coordinator (ISCG), and under the overall supervision of the Chief of Mission (CoM) in Dhaka, the role of the Deputy Principal Coordinator (Inter Sector Coordination Group (ISCG)) is to support in:

  • Building a common situational awareness and understanding. Serve as a repository of and contribute to information, assessments and analysis on the combined inter-sectoral response to facilitate a common situational awareness and understanding among key stakeholders; • Building a common approach to the humanitarian response and strategy among all stakeholders across all sectors that includes the mainstreaming of protection and advocacy on key humanitarian issues, facilitating, where possible, integrated programming;
  • Facilitating implementation and monitoring. Enable inter-sectoral coordination to facilitate the sectors in addressing critical gaps in their contribution towards a holistic response and implementation plan;
  • Facilitating linkages. Facilitate strengthened linkages between sectors, government counterparts, civil society, refugee, and host community leadership for a coherent response. Enable adequate understanding and linkages between the humanitarian and development action directly relevant to the response; and,

Serve as the main support to the Inter Sector Coordination Group (ISCG) Principal Coordinator in their role as the overall coordinator of the Inter-Sector Coordination Group (ISCG).

Core Functions / Responsibilities:

Management

  1. Supervise the ISCG Secretariat to meet administrative needs and ensure coordination of the same with UN agencies providing support, particularly the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR), in Cox’s Bazar. Ensures all tasks necessary for the functioning of the Secretariat, including guiding the preparation of budgets, reporting on budget performance, evaluation of staff performance for staff supervised, interviews of candidates for job openings in coordination with the Principal Coordinator.
  2. Co-ordinate and supervise the work carried out by the relevant Units of ISCG and liaise closely the sectors to ensure that inter-sector coordination operates in a coherent and efficient manner.
  3. Ensure that the outputs produced by the supervised ISCG Secretariat staff maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the units supervised meet required standards.
  4. Manage, guide, develop and train staff under his/her supervision as needed.
  5. Foster teamwork and communicate among staff in the ISCG Secretariat and across organizational boundaries to establish, preserve and ensure the neutral and impartial nature of the Secretariat and the image it projects; and
  6. Lead, facilitate and supervise the organization of meetings, seminars, etc. on substantive issues. Manage the substantive preparation and organization of such meetings.

Strategic Response support

  1. Serve as advisor to the ISCG Principal Coordinator, promote refugee protection principles, humanitarian coordination principles/initiatives including humanitarian reform initiatives (sector coordination, humanitarian financing, etc.) and strengthen cooperation among the humanitarian community on policy issues of inter-sectoral concern.
  2. Provide support and guidance for the development and preparation of reports and sitreps for the approval of the ISCG Principal Coordinator and Strategic Executive Group (SEG);
  3. Support development and monitoring of Joint Response Plans based on agreed policies and principles and humanitarian actions under the coordination of the Principal Coordinator.
  4. Advise the Principal Coordinator on gaps in coordination capacity at the sector orinter-sector level including suggested approaches for solutions.
  5. Facilitate, where required under the guidance of the Principal Coordinator the liaison between Sector coordinators and district authority counterparts to ensure common understanding and protocols.
  6. Support the ISCG Information Management Unit while ensuring that the standard IM procedures and tools enable the inter sector analysis.
  7. Coordinate ISCG’s with inter-sector needs assessments and ensure that results and analysis are conveyed to the stakeholders in a format which enables them to make informed decisions.
  8. Provide support and technical guidance to the ISCG Secretariat Team to ensure adequate reporting and effective information sharing amongst all partners including sector leads and direct implementers, mainstream the disaggregating of age and sex data in ISCG data collection and analysis.
  9. Assist in the regular monitoring of the humanitarian response under the guidance of the Principal Coordinator to ensure that Sector Coordinators are proactively identifying changing needs and gaps and communicating those in a timely manner.
  10. Ensure the Secretariat units supervised provide adequate substantial support to the Senior coordinator for the coordination with national and local government /authorities.
  11. Under the strategic guidance of the Principal Coordinator identify core advocacy concerns and support the development of key messages to broader, multi-sectoral advocacy initiatives.
  12. Ensure appropriate support to high-level missions.
  13. Act as the Officer-in-Charge (OiC) of the ISCG Secretariat in the absence of the PrincipalCoordinator; and
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Refugee Protection, Migration Studies, International Relations and/or Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Proven experience in the coordination of humanitarian operations in the fields of preparedness, response, and cluster/sector coordination.
  • Proven experience in liaising with donors, global partners, Permanent Missions, governmental authorities, other national/international institutions and INGOs.
  • Experience in the Region is desirable.

Skills

  • Excellent writing, communication and negotiation skills; ability to prepare clear and concise reports.
  • Knowledge of and experience with Rohingya operations an advantage
  • Sound strategic and creative thinking.
  • Very good knowledge and experience of inter-agency and inter-cluster/sector processes in a humanitarian context.
  • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations.
  • Has personal commitment, drive for results, efficiency and flexibility.
  • Demonstrated gender awareness and gender sensitivity.
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds;
  • Very good level of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either Bengali or any local language is an advantage.
