Context:

Under the general supervision of Chief of Mission and technical supervision of the IRIS Secretariat at IOM Headquarters in Geneva, the incumbent will be responsible for providing administrative and technical support related to the implementation of the project “Enhancing Ethical Recruitment and Migrant Worker Protection in Food and Agricultural Supply Chains” and IRIS: Ethical Recruitment

Responsabilities and Accountabilities

General

  1. Act as primary focal point between IRIS Secretariat Team at IOM HQ and IOM Country Office (CO).
  2. Liaise, facilitate communication and information sharing among the IRIS Secretariat at IOM HQ, IOM CO and IRIS stakeholders in the country and, as appropriate, elsewhere.
  3. Act as the primary technical focal point in the country on ethical recruitment-related issues; provide technical support to implementation of IRIS in the country and, as appropriate, elsewhere.
  4. In close coordination with IRIS Secretariat, support other IOM offices on IRIS related issues, as appropriate.
  5. Be primary focal point for translation of IRIS documents and materials into local language, coordinate and provide quality control of translations.
  6. Contribute to global roll out of IOM’s ethical recruitment tools, providing country-specific inputs in the development of tools, promotional materials, reports and other IRIS-related documents and materials as relevant and appropriate.
  7. Coordinate and carry out project activities related to the project “Promoting Ethical Recruitment in the Hospitality and Tourism Industry” including stakeholder engagement, advocacy for ethical recruitment, and event planning and implementation.

Stakeholder Engagement

  1. Support the country office with technical capacity and expertise on ethical recruitment, including in engagement with employers and employer associations, engagement with civil society actors; engagement with government counterparts; through outreach meetings, consultations, training, technical reviews and inputs, as per IRIS engagement and roll-out strategy, in close coordination with project management, IRIS Secretariat, and general supervision of COM /HoO.
  2. In destination country hub: Lead country level engagement with employers to elicit support and demand for ethical recruitment and IRIS, as per IRIS roll-out strategy, in close coordination with project management, IRIS Secretariat and general supervision of COM /HoO.
  3. Keep track of IRIS engagement with local stakeholders (recruitment agencies and associations, employers, CSOs and Trade Unions as well as government counterparts.
  4. Lead country level engagement with recruitment agencies and industry interested in IRIS, as per IRIS roll-out strategy, in close coordination with IRIS Secretariat and general supervision of COM /HoO.
  5. Facilitate local collaboration with global project partners.

Advocacy and Communications

  1. Develop and maintain effective professional relationships between stakeholders (government, civil society, and private sector) and IOM.
  2. Generate opportunities to grow project and programmes relating to ethical recruitment.
  3. Produce regular communications content regarding local implementation of IRIS, ethical recruitment in XXX, local trends in labour recruitment and employment of migrants, and regarding IRIS: Ethical Tourism including: social media posts, blogs, reports, and info sheets.

Capacity Building

  1. In COD: Lead country-level capacity building programme with the hospitality and tourism industry and other private sector entities.
  2. Lead country-level capacity building programme with recruitment agencies committed to IRIS and participating in IRIS Labour Recruiter Capacity Building Programme (IRIS LR CBP)
  3. Actively participate and provide input to IRIS global capacity building activities, as relevant and appropriate

Other Responsibilities

  1. Support the COM and play active role in country office fundraising efforts, in particular related to ethical recruitment, to secure sustainability of the IRIS Hub beyond the project period.
  2. International travel duties as required.
  3. Perform such other duties as may be assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education and Experience

  • Bachelor’s degree in International Relations, Anthropology, Development, Law, Business, Corporate Social Responsibility, or a related field from an accredited academic institution with at least two years of relevant professional experience.
  • University degree in the above fields with two years of relevant professional experience.
  • Experience working in human rights, counter trafficking, and labour migration fields.
  • Experience in working with private sector engagement in the abovementioned fields.
  • Experience in project implementation, reporting, and training.
  • Strong skills required in planning, administration, time management, and entrepreneurship.
  • Experience working with Government counterparts, UN agencies and non-governmental organizations is considered an asset.
  • Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc. is essential.
  • Experience in working with the hospitality and tourism industry is a distinct advantage.

  • Strong skills required in planning, administration, time management, and entrepreneurship.

Languages

Fluency in Spanish and English (oral and written)
